Job Description

Reporting to a Director, the Chief Analyst will: lead key technical studies and assignments; develop long- and medium-term policy frameworks, annual progress reports and planning guidelines; coordinate sectoral and sub-national planning; and track implementation of national development plans, policies and projects. The role maintains robust management information systems, drives high-quality policy papers and research outputs, and sustains effective collaboration with MDAs and sub-national structures. The Chief Analyst mentors staff, identifies training needs, conducts timely appraisals, and continuously improves planning standards and processes. The position requires demonstrated excellence in policy analysis, research, M&E, stakeholder engagement, and delivery of actionable insights for national development.   • Minimum Master’s degree in Development Planning, Development Policy, Economics, Social Sciences, or M&E (strong analytical background).

  • Full certification by a recognised and relevant professional body.

  • At least 11 years’ post-qualification experience, including a minimum of 3 years at senior management level.

  • Successful performance in a competitive selection interview by NDPC in consultation with the Public Services Commission.

  • Proven knowledge of national/international development issues and Ghana’s national & sub-national planning processes, including M&E.

  • Demonstrable experience in strategic/development planning; strong record in research and policy analysis with publications in reputable journals.

  • Ability to generate and implement new ideas; strong resource mobilization skills.

  • Proficiency in research methods, data analysis and interpretation.

  • ICT proficiency, including Microsoft Office and statistical analysis software.

  • Core competencies: planning, policy analysis/formulation; monitoring, measurement & evaluation methodologies; research and data interpretation; leadership, communication, interpersonal and presentation skills; strong qualitative and quantitative analytical skills; systems thinking and commitment to capacity building.

  • Condition: Must be able to serve at least four (4) years on the appointed grade before reaching the compulsory retirement age of sixty (60).
