Qualifications, Education and Competencies
Makerere University Walter Reed Project (MUWRP) is a non-profit biomedical research organization, whose mission is to mitigate disease threats through quality research, health care and disease surveillance. MUWRP was established in 2002 by a Memorandum of Agreement between The Henry M. Jackson Foundation for the Advancement of Military Medicine, Inc. (HJF) and Makerere University (Mak) undertake medical research to test HIV vaccines. Over the years, MUWRP's portfolio has progressively expanded to include vaccine research for Ebola and Marburg viruses, Emerging Infectious Diseases Program (EIDP) for surveillance of influenza and influenza-like viruses and other emerging infections in humans and animals; also, a PEPFAR funded program in HIV treatment, care and prevention in the districts of Kayunga, Mukono, Buvuma, Buikwe, Luwero, Nakasongola. Additionally. MUWRP seeks to fill the following position.

Fleet Management
Vehicle Maintenance: Ensuring that all vehicles are properly maintained and serviced regularly to prevent breakdowns and ensure safety.
Fleet Utilization: Optimizing the use of the fleet to reduce costs and increase efficiency, including scheduling and routing vehicles effectively.
Acquisition and Disposal: Managing the acquisition of new vehicles and the disposal of old ones in a cost-effective manner.
Logistics and Scheduling
Route Planning: Planning and optimizing routes to ensure timely delivery of goods and services while minimizing fuel consumption and travel time.
Scheduling: Coordinating schedules for drivers and vehicles to meet transportation needs while adhering to legal working hours and rest periods.
Safety and Compliance
Regulatory Compliance: Ensuring that all transportation activities comply with local, state, and federal regulations, including vehicle registration, insurance, and safety standards.
Safety Programs: Developing and implementing safety programs to reduce accidents and incidents, including driver training and safety audits.
Incident Investigation: Investigating accidents or incidents involving fleet vehicles and implementing corrective actions to prevent recurrence.
Cost Management
Budgeting: Preparing and managing the transportation budget, including expenses for fuel, maintenance, and repairs.
Cost Control: Identifying opportunities to reduce transportation costs, such as negotiating with suppliers and implementing fuel-efficient practices.
Driver Management
Recruitment and Training: Recruiting, training, and managing drivers to ensure they meet the organization’s standards and legal requirements.
Performance Monitoring: Monitoring driver performance, including adherence to schedules, fuel efficiency, and compliance with safety regulations.
Disciplinary Actions: Addressing driver issues and implementing disciplinary actions when necessary.
Coordination and Communication
Stakeholder Communication: Coordinating with internal and external stakeholders, including suppliers, customers, and regulatory authorities, to ensure smooth transportation operations.
Crisis Management: Managing transportation-related emergencies and disruptions, including vehicle breakdowns, accidents, and adverse weather conditions.
Data Management and Reporting
Record Keeping: Maintaining accurate records of vehicle usage, maintenance, and compliance with regulatory requirements.
Reporting: Preparing regular reports on transportation activities, including performance metrics, costs, and incidents.

Bachelor’s Degree: A degree in logistics, transportation management, supply chain management, business administration, or a related field is often preferred.
Technical Knowledge: Understanding of mechanical aspects of vehicles can be beneficial, particularly for roles involving fleet management.
Professional Experience
Relevant Experience: Several years of experience in transportation, logistics, or fleet management. Prior roles as a transport coordinator, logistics manager, or a similar position are often required.
Industry Knowledge: Experience in specific industries, such as manufacturing, retail, or public transportation, can be advantageous.
Certifications and Licenses
Professional Certifications: Certifications such as Certified Transportation Professional (CTP), Certified in Production and Inventory Management (CPIM), or similar credentials can enhance a candidate’s qualifications.
Driver’s License: A valid driver’s license is essential, and a commercial driver’s license (CDL) may be required for roles involving the operation of large vehicles.
Regulatory Knowledge: Understanding of transportation regulations and compliance requirements, including those related to safety, environmental standards, and labor laws.

Problem-Solving Skills: Ability to quickly resolve issues related to transportation delays, vehicle breakdowns, and other operational challenges.

Technological Proficiency: Familiarity with transportation management software, GPS systems, and other relevant technology.
