About the Organisation
The National Environment Management Authority (NEMA) is a semi-autonomous institution, established in May 1995, as the principal agency in Uganda, charged with the responsibility of coordinating, monitoring, regulating and supervising environmental management in the country.
NEMA spearheads the development of environmental policies, laws, regulations, standards and guidelines; and guides Government on sound environment management in Uganda. In doing this, NEMA contributes to social-economic development and wise use of natural resources, focusing on providing support to Government’s main goal of ensuring sustainable development contributing to the National Vision, the National Development Plan (NDP), regional and global commitments including the Sustainable Development Goals (SDGs).

Position Summary
The Senior Maintenance and Estates Officer will be responsible for overseeing the maintenance, safety, and management of NEMA’s estates and facilities, ensuring they remain functional, safe, and well-maintained.
Duties, Roles and Responsibilities
Supervise all maintenance activities to guarantee that office buildings and facilities are safe, operational, and properly maintained.
Develop and implement routine maintenance schedules alongside emergency repair protocols.
Liaise with contractors and vendors to ensure work is completed to high standards, within agreed timelines and budgets.
Ensure compliance with all relevant legal and regulatory requirements, including health and safety standards.
Conduct regular inspections and risk assessments to identify maintenance needs and potential hazards.
Prepare and manage maintenance plans and budgets, optimizing cost-efficiency.
Recommend and implement best practices in facility and maintenance management.
Communicate effectively with staff and management to promptly resolve maintenance issues and enhance service delivery.
Maintain detailed records of maintenance activities and property performance.
Prepare regular operational and financial reports on maintenance activities for management.
Supervise and appraise unit staff to ensure high performance.
Perform any other duties as assigned by the supervisor.
Qualifications, Education and Competencies
Honours Bachelor’s Degree in a relevant Engineering discipline.
Master’s Degree in a related Engineering field is preferred.
Experience
Minimum of three (3) years’ experience in facilities management or maintenance.
Knowledge of health and safety regulations and maintenance best practices.
Skills and Competencies
Strong leadership, team building, and supervisory skills.
Excellent interpersonal, communication, and negotiation abilities.
Superior problem-solving, organizational, and analytical skills.
Effective presentation and reporting skills.
