About the Organisation
The National Environment Management Authority (NEMA) is a semi-autonomous institution, established in May 1995, as the principal agency in Uganda, charged with the responsibility of coordinating, monitoring, regulating and supervising environmental management in the country.
NEMA spearheads the development of environmental policies, laws, regulations, standards and guidelines; and guides Government on sound environment management in Uganda. In doing this, NEMA contributes to social-economic development and wise use of natural resources, focusing on providing support to Government’s main goal of ensuring sustainable development contributing to the National Vision, the National Development Plan (NDP), regional and global commitments including the Sustainable Development Goals (SDGs).

Job Description
Job Title: Senior Maintenance and Estates Officer
Department: Human Resource, Finance and Administration
Reports To: Manager Administration
Supervises: Maintenance and Estates Officer
Salary Scale: NEMA E4
Number of Positions: 01
Duty Station: Uganda
Duties, Roles and Responsibilities
Supervise all maintenance activities to ensure office buildings, infrastructure, and facilities are functional, safe, and well-maintained.
Develop and implement preventive maintenance schedules and emergency repair protocols.
Manage relationships with service providers, contractors, and vendors to ensure timely and high-quality service delivery within budget.
Ensure all facilities and estates comply with applicable laws, health, safety, and environmental regulations.
Conduct regular inspections and risk assessments to identify maintenance needs and potential hazards.
Prepare and manage maintenance budgets and resource plans to ensure efficient operations.
Recommend and implement industry best practices for estate and facility management.
Serve as the primary point of contact for staff regarding facility-related issues and service requests.
Maintain accurate records of maintenance operations, property conditions, and performance metrics.
Prepare and present regular reports to management on maintenance status, budgets, and operational efficiency.
Supervise, mentor, and appraise staff under the Estates and Maintenance Unit.
Perform any other official duties assigned by the supervisor.
Qualifications, Education and Competencies
Academic Qualifications
Bachelor’s Degree (Honors) in a relevant engineering field (e.g., civil, mechanical, electrical).
Master’s Degree in a related engineering or facilities management discipline is required.
Experience
Minimum of three (3) years professional experience in facilities or estate management and maintenance operations, preferably in a large or complex organization.
Proven knowledge of health and safety standards, maintenance procedures, and regulatory compliance.
