The National Environment Management Authority (NEMA) is a semi-autonomous institution, established in May 1995, as the principal agency in Uganda, charged with the responsibility of coordinating, monitoring, regulating and supervising environmental management in the country.
NEMA spearheads the development of environmental policies, laws, regulations, standards and guidelines; and guides Government on sound environment management in Uganda. In doing this, NEMA contributes to social-economic development and wise use of natural resources, focusing on providing support to Government’s main goal of ensuring sustainable development contributing to the National Vision, the National Development Plan (NDP), regional and global commitments including the Sustainable Development Goals (SDGs).

How to Apply
Collect, process, and disseminate intelligence information to relevant senior officers, adhering to the “Right to Know and Need to Know” principle.
Develop guidelines for managing informants, informers, and agents to enhance information gathering and reporting.
Recruit and maintain a reliable network of informants, ensuring fair treatment and confidentiality.
Establish and sustain effective surveillance and intelligence support systems.
Coordinate with intelligence agencies to detect, prevent, and respond to environmental crimes.
Collaborate with investigation and law enforcement teams to combat environmental offenses.
Develop and implement quarterly work plans and prepare timely reports on unit performance.
Supervise and evaluate the performance of staff within the division.
Perform any other duties assigned by the supervisor.
Bachelor’s and Master’s degrees in Law, Psychology, Criminology, Environment and Natural Resources, or related fields from a recognized institution.
Military training and formal training in intelligence services are required.
Candidates without a Law degree should have a Diploma in Law (advantageous).
Additional qualifications in Environment and Natural Resource Management are a plus.
Certificates in Counter Intelligence and/or Analytical Intelligence, with knowledge of web-based and human intelligence techniques, are highly desirable.
Proficiency with at least one web-based intelligence software (e.g., i-base/i-note, Sentinel) is preferred.
Experience
Minimum of three (3) years of experience in intelligence services from a reputable organization.
Skills and Competencies
Strong leadership, team building, and supervisory abilities.
Excellent interpersonal, communication, and negotiation skills.
Knowledge of conservation planning and mitigation hierarchies.
Strong analytical, scholarly writing, and presentation skills.
Competency in financial and human resource management.
Proficient report writing and resource mobilization skills.
Expertise in risk management and advanced ICT skills.
