About the Organisation
The National Environment Management Authority (NEMA) is a semi-autonomous institution, established in May 1995, as the principal agency in Uganda, charged with the responsibility of coordinating, monitoring, regulating and supervising environmental management in the country.
NEMA spearheads the development of environmental policies, laws, regulations, standards and guidelines; and guides Government on sound environment management in Uganda. In doing this, NEMA contributes to social-economic development and wise use of natural resources, focusing on providing support to Government’s main goal of ensuring sustainable development contributing to the National Vision, the National Development Plan (NDP), regional and global commitments including the Sustainable Development Goals (SDGs).

Job Description
Job Title: Senior Environment Assessment Officer
Department: Environment Compliance
Reports To: Manager, Environment Assessment
Supervises: Environment Assessment Officer
Salary Scale: NEMA E4
Number of Positions: 02
Duty Station: Uganda
Duties, Roles and Responsibilities
Contribute to the development and execution of departmental work plans and budgets.
Conduct and review Environmental and Social Impact Assessments (ESIAs) and Strategic Environmental Assessments (SEAs).
Advise the supervisor on procedures, standards, and best practices for conducting and reviewing ESIAs.
Facilitate the participation of lead agencies and stakeholders in the ESIA review process.
Support and implement capacity-building initiatives related to environmental and social assessments across Uganda.
Assist in the development of national policies, guidelines, and frameworks for ESIAs and SEAs.
Contribute to the establishment and management of an ESIA and SEA database as part of the national Environmental Information Management System.
Promote and support applied research on environmental best practices.
Supervise, mentor, and appraise the performance of junior officers.
Carry out any other duties as assigned by the supervisor.
Qualifications, Education and Competencies
Academic Qualifications
Bachelor’s Degree (Honors) in Environmental and Natural Resources Management, Natural Sciences, or Environmental Engineering from a recognized institution.
Master’s Degree in Environmental and Natural Resources Management or Environmental Engineering from a recognized institution.
Professional Training
Training in Environmental and Social Impact Assessment (ESIA) is required.
Training in Geographic Information Systems (GIS) and Remote Sensing is an added advantage.
Experience
Minimum of three (3) years of relevant professional experience in environmental and social assessments, preferably in a reputable organization.
Key Competencies and Skills
Leadership, team building, and staff supervision
Strong interpersonal, communication, and negotiation abilities
In-depth knowledge of conservation planning and mitigation hierarchy
Excellent analytical, presentation, and report-writing skills
Strong scholarly writing and publication capabilities
Financial and human resource management skills
Proficiency in Information Communication Technology (ICT)
Skills in resource mobilization, risk management, and enforcement investigations
Knowledge of paramilitary or command and control operations is an added advantage
Marketing and public relations skills are beneficial
