Job Description
The United Nations Office for Disaster Risk Reduction (UNDRR) is seeking a PFM Consultant to conduct targeted fit for recovery PFM assessments and deliver capacity‑building activities that directly inform Uganda’s National Recovery Readiness Roadmap. The consultant will support the Government of Uganda in assessing PFM systems and strengthening institutional capacity to integrate disaster and climate risk into fiscal planning.
Duties, Roles and Responsibilities
- Within this context, UNDRR seeks to engage a PFM Consultant to conduct targeted fit for recovery PFM assessments and deliver capacity‑building activities that directly inform Uganda’s National Recovery Readiness Roadmap.
- Objective and Scope of Work The purpose of this consultancy is to support the Government of Uganda, particularly Ministry of Finance, Planning and Economic Development (MoFPED) and related central government entities, to:
- Assess the extent to which existing PFM systems enable effective, inclusive, and resilient disaster recovery; and
- Strengthen institutional capacity to integrate disaster and climate risk into fiscal planning, allocation, and management.
- Tasks and Responsibilities Under the supervision of the Economic Affairs Officer at UNDRR Regional Office for Africa, and in close coordination with national counterparts, particularly Uganda’s Office of the Prime Minister (OPM), MoFPED, relevant designated Government of Uganda counterparts, the National Recovery Coordinator; the PFM Consultant will be responsible for the following tasks and activities: 1.
- Inception and Coordination a. Organize and participate in inception calls and progress meetings with OPM and MoFPED and other relevant central finance agencies (e.g.
- Budget Directorate, Treasury Services, Accountant General, Internal Audit). b.
- Introduce and sensitize stakeholders to project objectives, methodology, and expected outputs. c.
- Coordinate closely with UNDRR and national focal points throughout the assignment. 2.
- PFM-for-Recovery Assessments a. Review and input to UNDRR’s PFM-for-Recovery Assessment Guide. b.
- Collect and review relevant documentation on the national PFM system, including but not limited to i.
- Legal and regulatory frameworks governing public finance ii. National budget processes and fiscal decentralization arrangements iii.
- Disaster risk financing instruments and contingency mechanisms iv.
- Climate finance and public investment management frameworks v.
- Previous PFM‑related assessments (e.g. PEFA, climate‑PFM, DRF studies) c.
- Compile background information necessary for the PFM assessment based on the PFM-for-Recovery Assessment Guide, leveraging information from previous PFM assessments. d.
- Organize and conduct interviews and consultations with key stakeholders, including but not limited to i.
- MoFPED departments and agencies ii. Office of the Auditor General iii.
- National Planning Authority iv. Office of the Prime Minister (including disaster management functions) v.
- Select sector ministries and local government representatives (as relevant). e.
- Apply and conduct analysis based a structured PFM-for-Recovery assessment framework tailored to the Ugandan context f.
- Identify data gaps relevant to disaster responsive PFM, identifying: i.
- Priority institutional and capacity gaps ii. Policy and regulatory reform needs iii.
- System and process improvements to support resilient recovery g.
- Ensure gender-responsive and inclusive analysis, including consideration of differential impacts on women and at‑risk and marginalized groups. h.
- Organize and facilitate validation sessions/workshops with government and stakeholders to review and confirm findings.
- This includes developing workshop agenda, supporting logistics preparations, facilitating sessions, and drafting/finalizing workshop reports. i.
- Prepare a draft PFM assessment report for Uganda, and corresponding PowerPoint presentation materials, including analytical findings ii.
- Practical and prioritized recommendations iii. Clear linkages to recovery financing and readiness. j.
- Revise the report based on feedback from validation workshops. k.
- Ensure that PFM findings inform the National Recovery Readiness Roadmap, particularly financial preparedness for recovery and reconstruction. 3.
- Capacity Building on PFM for Recovery a. Develop PowerPoint presentations and supporting training materials for two capacity-building workshops on PFM for disaster and climate‑resilient recovery b.
- Tailor materials to the Ugandan institutional and fiscal context, with focus on: i.
- Risk‑informed fiscal planning ii. Budget allocation and tagging for disaster and climate risks iii.
- Public investment and recovery financing iv. Transparency, accountability, and audit in recovery spending c.
- Support organization of two capacity-building workshops in coordination with OPM-DMD, MoFPED and UNDRR d.
- Support facilitation of interactive sessions and collection of participant feedback using structured feedback tools e.
- Document workshop proceedings, outcomes, key lessons learned, and recommendations for follow-up capacity development The Consultant will work Under the overall supervision of UNDRR Economic Affairs Officer.
