Uganda National Oil Company - UNOC was incorporated as a limited liability company wholly owned by the Government of Uganda in June 2015. Our overall function is to handle the Government of Uganda’s commercial interests in the petroleum sub-sector and to ensure State participation in petroleum activities. The company is also mandated to investigate and propose new upstream, midstream, and downstream ventures initially locally and eventually internationally.

Job Description

DEPARTMENT: Operations

JOB TITLE: Project Management Officer (1 Vacancy)

REPORTS TO: Chief Operating Officer

JOB PURPOSE: To establish, track, and report on project performance metrics, provide tools and guidance, and ensure alignment with UNOC's operational excellence goals.

Duties, Roles and Responsibilities

ESSENTIAL DUTIES:

  • Develop, implement, and continuously enhance standardized project management frameworks and methodologies across UNOC and its subsidiaries.

  • Establish and maintain project performance metrics, focusing on achieving the highest possible success rate in project execution.

  • Set clear guidelines for consistent project evaluation, reporting, and milestone tracking throughout the project lifecycle.

  • Oversee project performance across all business units and subsidiaries, ensuring adherence to agreed-upon timelines, budgets, and quality standards.

  • Generate regular progress reports for the Chief Operating Officer and EXCO, highlighting project status, risks, and recommended actions for improving performance.

  • Lead risk assessments and develop mitigation strategies to address potential project challenges.

  • Provide advice and support to project sponsors, managers, and teams on project planning, execution, and performance optimization.

  • Collaborate with external joint venture partners and regulators, ensuring regulatory compliance and fostering strong working relationships.

  • Act as the liaison between project teams and EXCO, advocating for project needs and aligning them with corporate priorities.

  • Provide strategic recommendations to the Chief Operating Officer on key project decisions.

  • Ensure that recommendations from the Project Support Office reflect both immediate project needs and long-term strategic objectives.

  • Assist the Chief Operating Officer in decision-making by providing comprehensive data, trend analysis, and forecasting for project outcomes.

  • Identify and implement project management tools, software, and methodologies that align with UNOC’s operational excellence objectives and improve project visibility.

  • Train project teams on project management best practices and tools to enhance efficiency and effectiveness.

  • Drive the adoption of standardized project management practices across the company, ensuring consistency and clarity in execution.

  • Promote a culture of continuous improvement by identifying and implementing opportunities to enhance project value.

  • Lead post-project evaluations to gather insights, track lessons learned, and refine project management practices.

  • Perform any other duties and responsibilities as assigned by the supervisor(s).

Qualifications, Education and Competencies

QUALIFICATIONS & EXPERIENCE:

  • A Bachelor’s degree (Hons) in Engineering, Project Management, or a related field.

  • Possession of a PMP certification is a mandatory requirement.

  • At least 4 (four) years of experience in project management, preferably in oil and gas or other capital-intensive industries, with a proven track record in project oversight.

  • Experience in the oil & gas sector and/or global energy markets is an added advantage.

  • Proficiency in MS Office, particularly MS Excel.

  • Experience with ERP systems (SAP, PIMS) and project management software (Primavera, MS Project, and others).

  • Strong command of project management tools and regulatory compliance in oil and gas.
