Children's Rights and Violence Prevention Fund (CRVPF) is a child rights and social justice regional intermediary organization based in Uganda with a mission to provide grants and capacity development support to community organizations operating in four countries in East Africa: Uganda, Tanzania, Ethiopia, and Kenya. CRVPF supports community institutions that work with children, adolescent girls, boys, and their families, communities, and schools to advance the rights and prevent violence, sexual abuse, and sexual exploitation of children. To foster a protective and nurturing environment for healthy child development. CRVPF uses a cluster partnership model; the model encourages 3-4 community organizations and local NGOs to work together in a cluster partnership using one grant to address children's and adolescents' needs in a particular geographic area.

Job Description

The Program Officer supports the effective implementation of CRVPF-funded programs, primarily focusing on the Adolescent Girls Power Program (AGPP) and Prevention of Violence Against Children (VAC) Program. The role emphasizes program delivery support, partner engagement, safeguarding, monitoring, and learning, as well as compliance with CRVPF and donor requirements.

Duties, Roles and Responsibilities

Key Duties and Responsibilities:Program and Grant Implementation (40%)
  • Ensure Call of Interest (CoI) for Grant proposals are sent out for application by partners
  • Collaborate in the identification and selection of partners for the Expression of interest and ensure the Expression of Interest are entered into the CRVPF MIS FLUXX system, working collaboratively with the IT team.
  • Communicate to prospective partners on submitted CoI, providing a roadmap and feedback on the grant-making process, including due diligence, pre-granting visits, and onboarding.
  • Collaborate in preparing and participating in the review of the Planning and Learning Grants for partners and the long-term grants.
  • Participating in partner proposal co-creation process, ensuring timelines for review processes are adhered to by all involved stakeholders.
Technical Support and Capacity Development (30%)
  • Work with the Program Coordinators in partner capacity assessments to inform the partner identification and selection process.
  • Organize partner capacity building initiatives with the Program Coordinators based on the capacity assessment plans.
  • Identify and flag risks from program implementation, and ensure compliance by partners, including legality and statutory obligations, among others
  • Review and update partner profiles every six months and annually to ensure partner profiles are accurate.
  • Work with partners to ensure compliance with safeguarding, feedback, response, and complaints mechanisms.
  • Train and work with partners on situation analysis, power building for adolescent girls, and leadership skills.
  • In collaboration with the Program Coordinators, promote gender-transformative, rights-based, and survivor-centred approaches.
  • In collaboration with the Program Coordinators, strengthen community awareness and referral pathways for violence and sexual violence prevention.
  • Prepare and provide program logistics for program activities.
Monitoring, Evaluation, and Learning (30%)
  • Ensure timely and quality reporting by partners to CRVPF and donors.
  • Organize and participate in partner field support supervision and monitoring visits.
  • Ensure partners have access to the CRVPF FLUXX system and utilize the CRVPF program tools during implementation. ·
  • Ensure data accuracy and quality by partners, for quality and impactful reporting and documentation in collaboration with the MEL team
  • Conduct regular field visits, monitoring sessions, and partner monthly check-ins.
  • Document program case stories, success stories, and lessons learnt to inform programs and communications.
  • Ensure partners collect, analyse, and submit quality reports through CRVPF MEL system.
  • Ensure timely and efficient filing of all relevant program documents
  • Keep track of program assets procured by partners from program grants ensuring monthly updates.
