The USAID Local Partner Health Services – Kigezi & Lango Activity is implemented by the Joint Clinical Research Centre (JCRC), a nationally recognized institution providing innovative and high-quality HIV/AIDS and TB services in Uganda. Job Description
Reporting to the Director of Financial Management and Operations, the Procurement Officer will be responsible for managing the procurement cycle from requisition to delivery, including vendor evaluation, bid processing, contract management, and compliance monitoring. The officer will also liaise with stores for delivery verification, support project teams in procurement planning, maintain an organized filing system, and ensure all procurement documentation meets audit standards. The role demands attention to detail, a proactive approach, and strong coordination with internal departments and suppliers.
Duties, Roles and Responsibilities
Maintain an organized documentation system for all procurement processes
Prepare specifications, terms of reference, and requests for quotations/proposals
Record minutes for procurement committee meetings and manage approval workflows
Issue purchase orders and supplier agreements via ERP systems
Coordinate evaluation of supplier bids and provide recommendations
Track vendor performance and compliance with contract terms
Verify deliveries against requested items and quality specifications in coordination with the stores team
Track payment submissions to Finance using a completion checklist
Ensure segregation of duties and adherence to procurement policies
Update and share weekly procurement tracker reports with staff
Conduct terrorist background checks (SAM.gov) for all transactions
Coordinate with transport team on vehicle scheduling and allocation
Provide procurement guidance to project staff and support documentation preparation
Perform any other procurement-related tasks as assigned

Qualifications, Education and Competencies
Bachelor’s degree in Procurement and Logistics, Supply Chain Management, or a related field
Minimum of 3 years’ experience in procurement within an NGO setting
CIPS Level 5 qualification is an added advantage
Strong skills in MS Word, Excel, and PowerPoint
Ability to prioritize tasks and work under pressure in a fast-paced environment
Strong negotiation, analytical, and communication skills
Excellent report writing and presentation abilities
Organized, adaptable, and self-motivated with high ethical standards
