• Manage tendering processes, including preparing bidding documents, running tenders and evaluating bids fairly and transparently under the PPDA Act.
• Coordinate annual procurement plans that align with UEDCL's strategic objectives and project needs.
• Ensure procurement processes comply with PPDA guidelines and regulations, escalating non-compliance and emerging challenges.
• Plan and coordinate periodic prequalification of providers in line with PPDA guidelines and regulations.
• Work with user departments to align procurement needs with existing category strategies and agreements.
• Manage acquisition and disposal of goods and services from needs assessment through tendering, negotiation and award.
• Research market trends and supplier linkages and advise the business accordingly.
• Develop procurement strategies that consider local content and sustainable procurement to achieve cost savings.
• Work with the contracts and performance management team to prepare and process contracts.
• Maintain a risk register for the procurement section and escalate issues arising.
• Prepare procurement reports for senior management, the board and regulatory bodies.
• Maintain accurate procurement records for audit and lead, mentor and manage the procurement operations team.

Qualifications & Experience:

• Bachelor's degree in Procurement, Supply Chain Management or Business Administration (Finance).
• Master's degree in a related field is an added advantage.
• MCIPS professional certification is required.
• Membership of a relevant professional body such as the Institute of Procurement Professionals of Uganda.
• At least 8 years' experience in supply chain management, 3 of them in a leadership role.
• Knowledge of procurement laws and regulations including the PPDA Act.
• Experience using an ERP or procurement and logistics management system.
