Job Description
Reporting to the Public Works Director, the ORC is accountable for supervising and directing the operations of water treatment plants and distribution systems. The position requires ensuring compliance with ODW quality standards, managing laboratory testing and reporting, coordinating corrective actions, and developing system performance metrics. The ORC will also oversee asset management, budgeting, and regulatory reporting while maintaining system reliability and responding to emergencies.
Duties, Roles and Responsibilities
Supervise and direct the operation and maintenance of water treatment and distribution systems.
Ensure compliance with U.S. Navy ODW quality program requirements.
Collect, manage, and analyze drinking water data to ensure regulatory compliance.
Identify deficiencies and coordinate corrective actions with plant operators and the requirements branch.
Oversee reporting requirements, including Sanitary Surveys, Certificates to Operate, and QA programs.
Develop and monitor utility system performance metrics.
Manage commodity budgets and rate development processes.
Implement asset management to minimize lifecycle costs and ensure reliability.
Provide emergency response and operational support when required.
Perform other duties aligned with organizational and operational objectives.

Qualifications, Education and Competencies
Knowledge, Skills & Abilities:
Strong understanding of physics, chemistry, and bacteriology applied to water purification.
Ability to conduct laboratory and field water quality tests.
Skilled in using Microsoft Office (Word, Excel, PowerPoint, Outlook).
Strong organizational, multitasking, and communication abilities.
Ability to respond under pressure in emergencies.
Must be on-site or on-call when the water system is operational.
Valid driver’s license.
Education & Experience Pathways:Candidates must meet one of the following:
Bachelor’s degree in physical, engineering, or natural sciences OR 2-year technical diploma in water technology + 1 year of relevant experience.
High school diploma + 900 post-secondary contact hours in drinking water treatment/distribution + 4 years’ experience (2 years as ORC/AORC).
High school diploma + 10 years relevant experience (2 years as ORC/AORC).
Certifications:
NOCA Class 3 Treatment and Class 3 Distribution operator certifications (or equivalent).
Overseas medical clearance, Covid-19 and Yellow Fever vaccinations, and Certificate of Good Conduct required.
