Job description:
As a Monitoring, Evaluation and Learning Advisor, you will develop and coordinate the implementation of a MEAL system that facilitates the efficient planning, monitoring and evaluation of the UCatchUp project objectives, results, and activities.

Monitoring and Evaluation (M&E):

  • Design and implement monitoring and evaluation frameworks, methodologies, and tools for programs and projects.

  • Track progress against key performance indicators (KPIs), targets, and objectives.

  • Conduct field visits, surveys, and assessments to collect data.

  • Lead or support data analysis to inform decision-making and program adjustments.

  • Ensure timely reporting and documentation of program results and impacts.


Accountability:

  • Establish and maintain mechanisms to ensure accountability to affected populations, donors, and stakeholders.

  • Implement feedback and complaints mechanisms that allow beneficiaries to voice concerns or suggestions.

  • Ensure compliance with organizational, donor, and international accountability standards (such as the Core Humanitarian Standard on Quality and Accountability).


Learning:

  • Facilitate organizational learning by identifying lessons learned from program implementation.

  • Organize workshops, training sessions, and reflective learning events for staff and stakeholders.

  • Develop knowledge-sharing platforms to disseminate good practices and innovations.

  • Bachelor’s or Master’s degree in social sciences, international development, statistics, economics, or a related field.

  • Specialized courses or certifications in monitoring and evaluation, data management, or project management (e.g., PMD Pro, Results-Based Management).


Professional Experience:

  • Several years of experience in monitoring and evaluation, preferably in humanitarian or development sectors.

  • Experience working in field settings, particularly in challenging or conflict-affected environments.

  • Familiarity with donor requirements (e.g., USAID, DFID, EU) related to MEAL practices.


Technical Skills:

  • Proficiency in statistical software (e.g., SPSS, R, or STATA) and data analysis tools (e.g., Excel, Power BI).

  • Strong knowledge of qualitative and quantitative research methods.

  • Experience in designing and managing complex data collection systems.
