Job Description

Job Title:   Maternal Child Health officer

Organisation: International Rescue Committee (IRC)

Duty Station: Palabek Kal, Uganda


Under the direct supervision the Health Manager, and working closely with the Community Health Officer, mental health officer, M&E, Nutrition officer and Midwives, the MCH Officer will be responsible for over-seeing both the Reproductive Health (RH) and EPI programmes in Palabek refugee settlement, Lamwo district.

Duties, Roles and Responsibilities

  • Technical Leadership: Act as the focal point for reproductive health (RH) and expanded program on immunization (EPI) services, providing technical guidance and support for maternal and child health (MCH) services in Palabek refugee settlement and surrounding host communities.

  • Collaboration and Coordination: Collaborate with Lamwo district health authorities, UNHCR, and other stakeholders, ensuring effective planning and implementation of RH and EPI activities.

  • Integration of Services: Foster an integrated approach by liaising with sectors such as protection, community services, education, and local leadership to promote comprehensive maternal and child health service delivery.

  • Standardization and Protocols: Adapt and introduce standardized strategies for RH and EPI within the primary healthcare (PHC) model, monitoring adherence to established protocols for service delivery.

  • Capacity Building: Identify capacity gaps and organize targeted training sessions for health workers, community health workers, VHTs, local leaders, and the refugee population to strengthen MCH service delivery and demand generation.

  • Monitoring and Evaluation: Conduct needs assessments, regular site visits, and supervision to analyze, monitor, and evaluate the implementation of RH and EPI services, ensuring continuous quality improvement.

  • Resource Management: Oversee program planning, monitoring, and evaluation concerning human, material, and financial resources, ensuring appropriate budgeting, spending, and alignment with project plans.

  • Reporting and Recommendations: Prepare and submit detailed, timely reports to the Health Manager and relevant stakeholders, addressing critical developments and recommending actionable solutions for RH and EPI issues.

  • Advocacy and Representation: Represent IRC in technical meetings and forums, advocating for maternal and child health priorities and collaborating with national and international organizations to address RH concerns.

  • Project Oversight: Ensure the availability and adherence to project tools, including work plans, spending plans, and procurement plans, and ensure all activities are implemented as planned within budgetary constraints.

 

Key Performance Indicators

  • Prevention of maternal and new-born morbidity and mortality.

  • Coordinate the provision of reproductive health and EPI services for refugee population and surrounding host community.

  • The operational planning, programming, monitoring, evaluation and reporting is supported and strengthened.

  • RH and EPI program management, including proper tracking of budget expenses, capacity development and compliance to donor regulations

Qualifications, Education and Competencies

  • Must have at least a Diploma in Midwifery or its equivalent from a recognized Institution

  • Must be registered and licensed with the Nurses and Midwives Council.

  • A degree in Public Health or its equivalent is an added advantage.

  • At least three (3) years working experience on Reproductive health and EPI service delivery, preferably in a humanitarian context.

  • Cultural, gender, religion, race, nationality and age sensitivity and adaptability.

  • Planning and organization competencies

  • Computer skills including word processing, PowerPoint and excel.

  • Ability for analytical and creative thinking for rapid solution(s).

  • Ability to produce high quality output with desirable results.

  • Good Communicator with strong inter-personal skills to deal with persons of various cultural and educational backgrounds.

  • An outgoing personality and a team player with service-oriented attitudes.
