DFCU Bank is a fast growing commercial bank offering a variety of innovative products and services. DFCU Limited was started by the Commonwealth Development Corporation (CDC) of the United Kingdom and the Government of Uganda through the Uganda Development Corporation (UDC) under the name of Development Finance Company of Uganda Limited. Later restructuring brought in DEG (of Germany) and International Finance Corporation (IFC) as equal partners with CDC and UDC, each having a 25% stake in the company. Job Description
Job Title: Learning and Development Manager
Organisation: DFCU Bank
Duty Station: Kampala, Uganda
Reports to: Chief- People and Culture Transformation Officer
Reporting to the Chief- People and Culture Transformation Officer, the role holder will be responsible for the development and implementation of continuous improvement through a comprehensive training and development strategy that is aligned to the current and future departmental needs and supports the achievement of overall organizational success.
Duties, Roles and Responsibilities
Liaise with the Chief People & Culture Transformation Officer to develop and implement a learning and development strategy that supports overall organizational success.
Conduct organizational needs analysis and lead the development of appropriate plans and programs to ensure that all staff have the skills, knowledge and experience to perform their roles to the highest standard and meet the short and long-term needs of the Bank.
Provide thought leadership and identify appropriate solutions in the development of systematic and effective succession plans in collaboration with the various function heads in a manner that ensures the success of the bank and supports both short- and long-term needs.
Collaborate with cross-functional teams to design and implement a strategic, comprehensive onboarding experience that accelerates new hire integration, fosters engagement drives performance, and supports long-term employee retention and success.
Foster and maintain effective working relationships with external service providers, training facilitators, learning institutions, consultants and internal subject matter experts for the achievement of learning and development goals within the Bank.
Develop relevant matrices to analyze and evaluate the effectiveness of learning and development programs and services ensuring their relevance in supporting the achievement of organizational goals and objectives.
Translate People and Culture Strategic direction into learning and development plans that are aligned to identified needs and approved budgets ensuring return on investment and overall continuous learning and improvement.
Drive culture initiatives within the Bank and manage team-based performance programs across all competencies.
Identify performance improvement opportunities and gaps, conduct analyses, and develop solutions that will deliver the desired results through training programs.
Provide direction and development of lasting leadership development programs within the business.
Design training manuals and conduct ongoing training for employees.
Initiate and prepare an annual training calendar, and manage the training administration and budget.
Liaise with functional heads to identify training needs and design cost-effective interventions in line with business demands.

Qualifications, Education and Competencies
Bachelor’s degree in Human resources, Organizational Development, Business Administration or other Humanities.
A post Graduate Degree in Human Resources.
Masters or Specialized certifications will be an added advantage.
A minimum of 7 years working experience in Learning and Development.
Ability to develop strong relationships with others and leverage those relationships across the business by influencing management to take up training programs that ultimately influence the overall performance of the business.
Strong communication skills.
A good command of Microsoft packages.
Knowledge and experience in the use of Learning Systems.
Ability to design training materials, oand rganize and deliver training sessions.
Knowledge and experience in budgeting and drawing up training needs assessments.
Strong analytical skills to identify performance improvement opportunities and gaps, conduct analyses, and develop solutions that will deliver the desired results through training programs.
Well-developed people skills with the ability to influence others.
Business acumen.
Specialist communication & interpersonal skills as required to facilitate adult learning.
Excellent interpersonal, negotiation and time management skills.
Excellent planning, organizing and coordinating skills.
Ability to initiate new ideas and practices and to carry them forward.
Good understanding of the HR policies and procedures and ability to interpret them to employees.
