Job Description
The consultant will work closely with the Ministry of Finance, Parliament, civil society organizations (CSOs), development partners, and UNICEF to advance fiscal openness and participatory budgeting. This role involves facilitating workshops, conducting stakeholder needs assessments, integrating behavioral science approaches into institutional reforms, and drafting key project documents. The consultant will also support the development of implementation frameworks, budgets, and TORs for technical experts, while ensuring alignment with donor requirements.

How to Apply
Provide technical support in facilitating two workshops for the Ministry of Finance and CSOs to design an implementation plan on budget transparency and participation.
Conduct technical-level consultations and skills gap analyses with government and CSO stakeholders.
Guide internal and external discussions on applying behavioral science to institutional culture and promoting transparency.
Develop project implementation frameworks, budgets, and TORs for technical experts in areas such as AI and fiscal risk.
Support the preparation of technical documentation required by donors during the project preparation phase.
Facilitate coordination among stakeholders and ensure alignment with UNICEF’s strategic priorities.
Education
Advanced degree in Public Finance, Economics, Public Policy, Political Science, or a related field.
Experience
At least 10 years of international experience in public financial management, budget transparency, or governance.
Demonstrated experience in East Africa is highly desirable.
Strong background in facilitating workshops, multi-stakeholder consultations, and policy dialogue.
Proven expertise in civil society engagement, parliamentary advocacy, and behavioral science approaches.
Prior experience working with UNICEF or other UN agencies is an asset.
Skills & Competencies
Excellent analytical, report-writing, and communication skills.
Strong interpersonal and facilitation skills for engaging diverse stakeholders.
Ability to manage ambiguity and complexity.
