Job Description
Job Title: Finance Officer – Teso/Karamoja
Organisation: Welthungerhilfe (WHH)
Duty Station: Katakwi, Uganda
Job Summary:
The position is to be based in Katakwi or Moroto with support split between the two field offices (50% Teso region and 50% Karamoja region) and the initial contract will be offered until 30th June 2026. Any contract extension is subject to performance and availability of funding. The position is to be filled as of 01.01.2026.
The objective of the position is to implement financial management standards across programmes and projects efficiently and promptly, ensuring that all financial and administrative processes in the Katakwi and Moroto offices are auditable and effective. The role also involves conducting financial control checks and supporting the Heads of Project and Head of Finance in fulfilling their supervisory and administrative responsibilities within the framework of project management.
Duties, Roles and Responsibilities
Focal point person in area providing financial administration oversight.
Ensure proper management of project funds in line with Welthungerhilfe and donor regulations.
Ensure that documentation of data, account assignment and bookkeeping entries by Accountants and Cashiers are carried out correctly and in time.
Monthly preparation & timely booking of personnel and office running cost sharing.
Ensuring refinancing controlling.
Support budget control and preparation of annual financial statements.
Formulation of budgets, amendments and donor financial reports.
Project setups and modifications in the financial system.
Review and approve payments, vouchers, and statutory deductions, ensuring compliance and accuracy.
Monthly reconciling and filing of statutory returns.
Review procurement requests and contracts for budget availability and compliance.
Provide financial training, mentoring, and technical support to finance and non-finance staff.
Monitor and manage inventory, equipment, and asset records, ensuring regulatory compliance.
Provide first-level technical support on partner budgeting and financial reporting.
Undertake first-level review of all partner vouchers and financial reports and sharing the adopted reports with CO.
Support internal/external audits and donor spot checks across projects.
Ensure implementation of review and audit recommendations by projects and partners.
Qualifications, Education and Competencies
Bachelor’s degree in Accounting, Finance, or Economics from a recognized institution.
CPA, CIMA, or ACCA membership (or significant progress toward it) is an advantage.
Minimum five years’ experience in project financial administration, preferably with international NGOs.
Proven experience managing donor-funded grants (e.g., BMZ, AA, GIZ, Charity Water, ENABEL, EU, UN).
Proficient in financial software and Office 365 applications.
Demonstrated integrity, transparency, and professionalism in financial conduct.
Strong interpersonal and advisory skills, with the ability to support senior management.
Self-driven, organized, flexible, creative, and a proactive team player.
Experience supervising finance staff (e.g., Accountants, Cashiers).
Ability to meet reporting deadlines and ensure accuracy under pressure.
Proven ability to build and maintain effective working relationships with partners and staff.
