Job Description
Job Title: Finance Officer – CO & Projects
Organisation: Welthungerhilfe (WHH)
Duty Station: Kampala, Uganda
Job Summary:
The position is to be based at the Country Office, providing support to the WHH Country Office finance department and several projects across the country. The position will be offered for an initial contract duration of one year and is to be filled as of 01.01.2026.
The objectives of the position are to implement existing financial management standards in the programmes and projects efficiently and promptly, thereby making a significant contribution towards the success of the programme work.
Duties, Roles and Responsibilities
Ensure proper management of project funds in line with Welthungerhilfe and donor regulations.
Oversee bookkeeping, cost allocation, and financial documentation in the accounting system.
Support budget control, annual financial statements, and donor financial reporting.
Review and approve payments, vouchers, and statutory deductions, ensuring compliance and accuracy.
Monthly reconciling and filing of statutory returns.
Refinancing control for personnel and office running costs.
Ensure timely booking of cost-sharing and refinancing for personnel and office running costs.
Project setups and modifications in the financial system.
Coordinate budget formulation, amendments, and project setup in financial systems.
Monitor and manage inventory, equipment, and asset records, ensuring regulatory compliance.
Support internal/external audits and donor spot checks across projects.
Review procurement requests and contracts for budget availability and compliance.
Provide financial training, mentoring, and technical support to finance and non-finance staff.
Offer first-level financial software and technical standards support.
Offer first-level support to partners on budgeting, financial reporting, and voucher review.
Qualifications, Education and Competencies
Bachelor’s degree in Accounting, Finance, or Economics from a recognized institution.
CPA, CIMA, or ACCA membership (or significant progress toward it) is an advantage.
Minimum five years’ experience in project financial administration.
Proven experience managing donor-funded grants (e.g., BMZ TA/PA/SSF, AA, GIZ, Charity Water, ENABEL, EU, UN).
Proficient in financial software and Office 365 applications.
Demonstrated integrity, transparency, and professionalism in financial conduct.
Strong interpersonal and advisory skills, with the ability to support senior management on financial matters.
Self-driven, flexible, organized, and a proactive team player.
Experience supervising finance staff (Accountants, Cashiers).
Ability to meet reporting deadlines and maintain high-quality standards.
Proven capacity to build and sustain effective working relationships with partners and staff.
