Job Description
FINASP Uganda is seeking 14 dedicated Field Extension Officers to implement agricultural and community development projects within the Kole and Dokolo districts. The roles involve leading the Participatory Integrated Planning (PIP) process, providing climate-smart extension services, and fostering economic empowerment through market development and farmer organization support.
Duties, Roles and Responsibilities
- All FEOs must live in the sub counties in which they are deployed; and should speak the local language.
- FEOs are fully responsible for the PIP process. They also support PIP farmers to create groups (EGs, VSLAs, FLGs) as per their priorities expressed in the Harvesting Workshop.
- FEOs facilitate the visits of the SWMO/ MDO/ CA to these groups, and they do the follow-up to these visits as agreed. This can include organizing sessions with these groups without the district level experts (e.g. a learning session for an FLG). It can also happen that, once the relation between a group and a district expert is well established, it is not necessary for the FEOs to participate in all events (training; workshop).
- Lead the selection of project communities (cohort 1 – 4) as guided
- Plan, implement and report on the day-to-day PIP activities in PIP communities
- Train PIs through various PIP modules, including the cascading to G1 and G2 farmers
- Monitoring (data collection), documentation and reporting of PIP implementation
- Identify one restoration site and one school per sub county with the CVC and CEO.
- Develop an Extension Agenda based on the outcomes of the Harvesting Workshops. Select the right extension method (Extension Manual) and match this with the available experts (incl. yourself). Update this agenda at the start of every season
- Organize, provide and report on all extension activities: Exchange visits for peer-to- peer learning, Specific technical training, Field days & Open days; Farmers Learning Groups and Learning plots or any other method planned in your communities
- Facilitate the training by other experts from PSA, DLG or senior project staff
- Use mass media (leaflets, radio video etc.) to inform farmers in PIP communities
- Support MDOs working with PSA to develop inclusive business models
- Develop an Economic Empowerment Agenda based on the needs of prioritized EGs in the Harvesting Workshops. Update this at the start of every season
- Conduct focus group discussions with potential EGs to fill out the Assessment Sheet for EGs and VSLAs (see par. 6.2.2.) and participate in the district level selection
- In coordination with the DMO, organize, provide & report on all support for EGs: training on organizational, business- and technical aspects, exchange visits, networking events, etc.
- Facilitate training by other experts from the private sector, LG or senior project staff
- Collect & document required data on EGs in collaboration with CVCs and others
- Facilitate structured linkages between EGs, VSLAs, and Anchor Coops/ SACCOs.
- Monitor service uptake and support HHs to make good use of Anchor coops / SACCOs
- Mobilizing and organizing households and VSLAs to participate in EFFORT sessions.
- Identify and aggregate household needs through the EFFORT framework.
- Support in translating household enterprise, technical, and financial needs into actionable service requirements for Cooperatives and SACCOs
- Perform any other roles and responsibilities that may be assigned by the community engagement officer or the management of FINASP.
