About the Organisation
Uganda National Oil Company (UNOC) Limited is a limited liability company solely owned by the Government of Uganda (GOU). It was established under Section 42 of the Petroleum (Exploration, Development, and Production) Act and Section 7 of the Petroleum (Refining, Conversion, Transmission and Midstream Storage) Act, both of 2013. It was incorporated under the Companies Act of 2012 as a limited liability company on June 12th, 2015.
Uganda National Oil Company - UNOC was incorporated as a limited liability company wholly owned by the Government of Uganda in June 2015. Our overall function is to handle the Government of Uganda’s commercial interests in the petroleum sub-sector and to ensure State participation in petroleum activities. The company is also mandated to investigate and propose new upstream, midstream, and downstream ventures initially locally and eventually internationally.

Job Description
DEPARTMENT: Human Resources
JOB TITLE: Estates Officer (1 Vacancy)
REPORTS TO: Manager - Administration
JOB PURPOSE: Responsible for implementing processes and procedures that provide administrative services for the efficient running of UNOC's business operations.
Duties, Roles and Responsibilities
ESSENTIAL DUTIES:
Implement and monitor administrative and facility management plans, processes, policies, and procedures; suggest improvements where necessary.
Support compliance with in-country occupational health and safety regulations, as well as HQSE-related legislation, ensuring UNOC's adherence.
Collaborate with Corporate Affairs to manage space planning and office branding in accordance with company guidelines.
Ensure a safe and conducive working environment for all employees, aligning with UNOC standards and legal requirements.
Coordinate repairs and maintenance of general office services, including office block repairs, air conditioning, telephone systems, and more.
Develop terms of reference, bills of quantities, and specifications for works, services, and supplies related to administration and facilities management.
Effectively manage contracts and vendor relations for administrative support and facilities services.
Oversee the timely delivery of cleaning and fumigation services in line with service level agreements (SLAs).
Manage office premises effectively, including handling new locations, lease renewals, relocations, renovations, and contract terminations.
Develop and monitor budgets to ensure services are delivered within the financial estimates.
Prepare bills of quantities and terms of reference for tenders/quotations.
Ensure accurate billing and payment to external service providers based on completed work and contractual terms.
Identify and assess risks related to administration, including maintenance and project management, to implement effective risk and loss management strategies.
Prepare and implement schedules for various maintenance activities, such as servicing, carpet cleaning, painting, and repairs of office furniture and fixtures.
Develop maintenance schedules for electrical and mechanical equipment, including air conditioning systems, generators, power room equipment, pumps, and UPS systems.
Prepare operational plans for managing central office services such as utilities, cleaning, waste disposal, and parking.
Ensure smooth movement of office items and equipment within the office premises.
Plan and implement best practice processes to enhance operational efficiency, including cost-reduction and space optimization initiatives.
Perform any other duties as assigned by the supervisor(s).

Qualifications, Education and Competencies
QUALIFICATIONS & EXPERIENCE:
Bachelor’s degree (Hons) in Civil Engineering, Quantity Surveying, Real Estate Management, Facilities Management, Procurement & Logistics, Business Administration, or a related field.
Training in Facilities Management is an added advantage.
At least four (4) years of relevant experience in property and facilities management within reputable corporate organizations.
Experience managing service providers, negotiating, and implementing service level agreements (SLAs).
Practical experience in process and project management.
Experience working with multidisciplinary teams to foster collaboration and drive improved business performance.
Knowledge of health and safety requirements for office management is an added advantage.
Familiarity with procurement laws/regulations and contract management is an advantage.
