Job Description
Reporting directly to the Vice-Chancellor, the Supply Chain Manager will be responsible for managing all procurement and disposal activities at Moi University. This includes advising on procurement policies, developing procedures, ensuring compliance with applicable regulations, and maintaining efficient use and accountability of university resources. The role also involves strategic staff planning, training, reporting, and responding to audit queries.
Duties, Roles and Responsibilities
Report directly to the Vice-Chancellor on procurement, supplies, and disposal services.
Advise university management on procurement-related policy and regulatory issues.
Define systems and develop procedural manuals for procurement and supply management.
Ensure compliance with procurement laws, university procedures, and proper accounting for supplies.
Identify training and development needs of procurement staff.
Monitor and report on university supplies usage.
Provide professional opinions on contract awards.
Respond to procurement-related audit queries.
Recruit and train procurement staff.
Prepare comprehensive procurement reports for university leadership.
Perform any other duties assigned from time to time.
Qualifications, Education and Competencies
For Direct Appointment:
Master’s degree in Supply Chain Management or equivalent.
Certified Procurement and Supply Professional Part IV (CPSP-K) or equivalent.
Valid registration with the Kenya Institute of Supplies Management.
At least 14 years of relevant work experience, with 5 years in a senior role.
Proven computer proficiency in relevant applications.
Compliance with Chapter Six of the Constitution of Kenya (including KRA, HELB, Police Clearance, EACC, and CRB certifications).
Demonstrated leadership, initiative, and excellence in procurement functions.
Added Advantage: PhD in Supply Chain Management or equivalent, and/or a certificate in strategic leadership or management (minimum four weeks).
For Internal Promotion/Serving Officers:
Master’s degree in Supply Chain Management or equivalent.
Certified Procurement and Supply Professional Part IV (CPSP-K) or equivalent.
At least three (3) years of service as Deputy Supply Chain Manager, Scale 13 (XIII).
Valid registration with the Kenya Institute of Supplies Management.
Demonstrated computer proficiency in relevant packages.
Compliance with Chapter Six of the Constitution.
Proven merit and performance in previous roles.
Added Advantage: PhD and/or leadership certificate as mentioned above.
