Job Description
The Senior Officer will oversee project implementation in Rubavu, Nyabihu, Musanze, and Burera districts, with responsibilities including project planning, stakeholder coordination, training delivery, budget management, and reporting. The role involves working with consultants, developing training modules, strengthening One Health committees, and integrating WASH approaches. The successful candidate will also collaborate with government authorities, local leaders, and communities to ensure inclusive and effective project outcomes. Travel to field sites is required approximately 50% of the time.
Duties, Roles and Responsibilities
Develop and execute annual, quarterly, and monthly work plans in coordination with stakeholders
Lead awareness and training programs on One Health PPR for communities and leaders
Support the formation and strengthening of One Health Committees with focus on inclusivity
Integrate WASH strategies in project implementation
Draft ToRs and supervise consultants
Manage project budgets and timelines
Work with M&E team to collect, track, and report project data
Ensure compliance with Environmental and Social Safeguards (ESSF)
Prepare high-quality technical reports and share updates on successes, challenges, and lessons
Support other technical IGCP initiatives and provide cross-program input as needed
Qualifications, Education and Competencies
Rwandan nationality
Bachelor’s degree in Public Health, Community Health Sciences, Nursing, Veterinary Medicine, or Epidemiology
Valid license from a relevant Rwandan professional council (e.g., NMC, AHPC, RMDC)
At least 6 years of professional experience in similar roles
Strong technical knowledge of One Health, biodiversity conservation, and natural resources management
Experience with WASH interventions and community-based health programs
Qualified as a "trainer of trainers" with experience in competency-based approaches
Familiarity with Rwanda’s healthcare system and relevant local stakeholders
Proficient in MS Office and data analysis tools
Excellent communication skills in Kinyarwanda and English (French is an added advantage)
Experience working with international NGOs, government agencies, or research institutions preferred
