Senior MEAL Officer – Rwanda TVET Agri Project job at Expertise France

Job Description
Reporting to the Project Team Leaders, the Senior MEAL Officer will play a key role in coordinating, implementing, and strengthening MEAL systems within the Rwanda TVET Agri Project. This will include designing monitoring frameworks, developing data collection tools, ensuring compliance with donor (EU and French Ministry of Foreign Affairs) requirements, and facilitating participatory evaluation processes.
The role also involves building the capacity of implementing partners, supporting data analysis and reporting, conducting baseline and endline assessments, and ensuring lessons learned are capitalized and disseminated. The Senior MEAL Officer will ensure gender-sensitive and inclusive evaluation practices aligned with international MEAL standards and Rwanda’s development priorities.
Duties, Roles and Responsibilities
a) MEAL System Development and Implementation
Develop and implement a harmonized MEAL framework and plan for the project.
Assess existing MEAL resources and identify gaps in data collection, reporting, and analysis.
Design monitoring tools, indicators, and databases for effective project tracking and evaluation.
Ensure the confidentiality, security, and accuracy of collected data.
Establish digital and physical data archiving systems for reports and surveys.
b) Project Monitoring and Data Management
Ensure the reliability, consistency, and quality of data collected across all project components.
Monitor project indicators and progress against targets.
Conduct regular field monitoring visits and provide technical feedback to project teams.
Support preparation of project reviews (monthly, semi-annual, and annual).
Lead baseline, midterm, and endline evaluations, including drafting Terms of Reference (ToR) and reviewing deliverables.
Contribute to donor reporting by providing analytical summaries and MEAL findings.
c) Capacity Building and Partner Support
Strengthen the MEAL capacity of partners through training, coaching, and technical support.
Collaborate with implementing partners to develop MEAL tools, indicators, and reporting templates.
Provide ongoing mentoring to partners on data collection, reporting, and analysis.
Support partners in conducting regular activity monitoring and submitting quality reports.
d) Learning, Capitalization, and Communication
Develop a project capitalization strategy to document lessons learned, good practices, and innovations.
Lead knowledge-sharing workshops and review meetings.
Facilitate beneficiary satisfaction surveys and participatory learning exercises.
Contribute to visibility and communication efforts by producing MEAL-related content and reports.
Support organization of steering committee meetings and stakeholder workshops.
Qualifications, Education and Competencies
Education:
Post-graduate degree in Social Sciences, Public Health, Economics, Statistics, Sociology, or Demography, or a related field.
Experience:
At least 8 years of progressive experience in MEAL functions, including data management, evaluation, and learning for donor-funded development projects.
Experience with EU-funded projects or similar international cooperation initiatives preferred.
Proven experience developing and implementing gender-sensitive MEAL frameworks.
Experience conducting training and building capacity in MEAL for partner organizations.
Familiarity with the Rwandan context and national development priorities is an asset.
Technical Competencies:
Excellent understanding of Results-Based Management (RBM) and project cycle management.
Proficiency in quantitative and qualitative data analysis tools (SPSS, Stata, R, Power BI, Tableau, etc.).
Experience with digital data collection tools such as Kobo Toolbox, SurveyCTO, or ODK.
Strong analytical, writing, and data visualization skills.
Knowledge of gender-sensitive MEAL approaches and integration of gender indicators.
Excellent report writing and presentation abilities.
Behavioral Competencies:
Strong coordination, teamwork, and communication skills.
High degree of initiative, adaptability, and problem-solving ability.
Exceptional organizational and planning skills.
Attention to detail, accuracy, and confidentiality.
Fluency in English is required; proficiency in French is an asset.
