Job Overview:
Supervise and lead inspectors for Site QC activities to determine conformity to client, project and code, standards and regulations requirements.
Identify non-conformities and take appropriate action to control / prevent any occurrence.
Provide Quality guidance to the Site Project Team to ensure satisfactory project execution and successful handover.
Ensure compliance of Subcontractor products and services to the requirements of the contract and certification requirements.
Perform Quality audits as applicable to verify compliance with project specifications and procedures.
Interface with Construction, Field Engineering, Subcontractors, Certifying Authority and Client as required.
Support in the management and coordination of Site QC resources, planning and execution of related Site QC activities.
Reports functionally to the Site QA/QC Manager.
RESPONSIBILITIES
Key Tasks and Responsibilities:
Establish and implement key QC quality requirements, including but not limited to: confirmation that suitable equipment is calibrated and in use, suitable materials and consumables are used and required HSE requirements are met. Participate in the development and acceptance of piping ITPs, material verification and traceability, piping fit-up, installation of pipework/supports, verification of bolt torqueing and tensioning, pressure test preparation and verification, cleanliness checks and verification of closure of punch Items. Also participate and provide support for WPS/WPQR verification, correct application of PWHT and visual and NDE completed weld acceptance.
Support in development, responsible for review and implementation of Quality Plans & Inspection Test Plans (ITPs).
Support in the overall quality control monitoring and participate in quality assurance activities as required by Site QA/QC Manager.
Support development, maintenance and implementation the Site Quality Management System.
Evaluation and monitoring the quality systems of Construction Subcontractors.
Exercise a proactive approach in the prevention of any potential issues by interfacing with Construction, Field Engineering, Subcontractors and Client as required.
Review, approve and follow-up of corrective actions related to nonconforming items of equipment and material at site construction work after coordination with Site QA/QC Manager.
Manage and systematically record the nonconformity reports issued at site, verify that the relative solutions are in compliance with the acceptance criteria and within the allocated time schedule for follow-up.
Promote site personnel awareness training on the project quality requirements and the implementation of the related work procedures.
Review and approval of subcontractor proposals, Site QC ITPs and procedures.
Support in the coordination of Site QC inspection resources and provide input into the inspection look-ahead.
Coordinate with Client QC for efficient attendance and execution of inspection and testing activities.
Ensure all the requirements of Project Specifications, Project Procedures and Drawings are followed.
Perform, supervise, monitor and witness critical inspection & test activities at site in accordance with the ITPs as required.
Ensure completeness and endorsement of quality related records/documentation, maintenance and storage and that deliverables are progressively compiled, finalised and included into the final project handover records.
Ensure Quality Records signed-off by Client (where required) prior to handover.
Raising, follow-up and verification of closeout of punch items.
Assist in review of Subcontractor Quality Construction Data Books.
Prepare weekly/monthly Quality reports and input/review of Quality Key Performance Indicators.
Provide regular reports on quality progress, issues, risks and opportunities to Site Quality Team.
Perform 1st and 2nd party audits as required and administrate/perform audits as per Site Audit Schedule.
Interface with Certifying Authority and other third parties to ensure timely certification and hand over of completed work.
Provide input and review Competency Assessments of Site QC Personnel.
Deputizes for Quality Manager in his/her absence.

QUALIFICATIONS
Essential Qualifications and Education:
University graduate or higher education (HNC/Diploma) with minimum 10+ years’ experience in Piping Engineering/Construction and QA/QC function/inspections on large scale oil and gas projects including refinery or petrochemical experience in predominantly a QA/QC related role
CSWIP 3.1/3.2 CWI or AWS CWI/SCWI, familiarity with ASME requirements.
Additional: PCN or CSWIP Level II (UT, RT, PT, MT)
Familiar with site quality control surveillance schemes.
Experience in Site QC Inspector coordination and supervision.
Experience in Piping, Mechanical QC activities. E&I familiarity desired.
Strong leadership skills, team player with strong customer focus.
Major fabrication/construction site experience. Demonstratable similar scope experience if not energy industry related.
Familiar with construction standards and code of practices
Experience in coordination of third-party authorities and associated regulatory requirements.
Preferred audit experience to ISO9001:2015 and/or construction inspection qualifications.
Computer skills - MS Office Suite.
