Job Description
The Project Manager will oversee the end-to-end management of a critical software implementation project, using Agile/Scrum methodologies. This includes developing and executing detailed project plans, managing resources, conducting testing, leading trainings, ensuring user support, and facilitating communication with stakeholders. The Project Manager will also provide leadership to internal and vendor teams, monitor progress, and drive the achievement of milestones and deliverables.
Duties, Roles and Responsibilities
Project Planning and Execution
Develop and manage detailed project plans (including scope, budget, timelines).
Define project deliverables, milestones, and success criteria.
Perform risk analysis and implement mitigation strategies.
Align project activities with client authority’s strategic goals.
Conduct critical design reviews and vendor system analysis.
Oversee User Acceptance Testing (UAT), unit and integration testing.
Manage infrastructure setup, disaster recovery, and go-live strategy.
Prepare comprehensive user and technical documentation.
Team Leadership and Management
Lead, motivate, and manage cross-functional project teams.
Collaborate with Scrum Master and Product Owner to prioritize deliverables.
Assign tasks, track progress, and provide performance feedback.
Manage external vendors and third-party collaborations.
Team Coaching and Mentoring
Coach team on best project management practices.
Encourage continuous improvement and team collaboration.
Identify and eliminate blockers and resolve dependencies.
Stakeholder Communication
Provide regular updates to stakeholders.
Ensure clear communication of project goals and progress.
Promote alignment between development team and stakeholders.
Metrics and Reporting
Track project deliverables and performance using Agile tools.
Use data to drive process improvements.
Generate periodic project management reports.
Qualifications, Education and Competencies
Required
Bachelor’s Degree in Computer Science, IT, or related field
Master’s Degree in a relevant discipline
PMP, PRINCE2, or equivalent certification
Certified Scrum Master (CSM) or equivalent Agile certification
Minimum experience managing complex software projects
Excellent understanding of Agile/Scrum methodologies
Strong stakeholder communication and interpersonal skills
Problem-solving, analytical, and risk management skills
Proficiency in Agile tools (e.g., Jira, ClickUp, Azure DevOps)
Preferred
Experience working with regulatory frameworks
Background in managing public sector or oversight-related IT projects
