About the Organisation
The Joint Clinical Research Centre (JCRC) is an autonomous organization that was established in 1991 as a limited liability not-for-profit joint venture between the Uganda Ministry of Health (MoH), Ministry of Defence and Makerere University Medical School (now Makerere College of Health Sciences). The Centre was established to respond to the HIV/AIDS challenge which was at the peak by that time. At its inception, the centre was supported by a grant from the Ugandan Government that was used to renovate the initial building that housed the JCRC offices at Bulange, Mengo and provided the basic equipment to start work.
JCRC pioneered the use of Anti-Retroviral Therapy (ART) in sub-Saharan Africa as early as 1992 through a research project to determine the lowest effective dose of Zidovudine. Thereafter, JCRC set up a network model to increase access to ART treatment in the country. This was a case study for the PEPFAR program culminating into the Centre becoming the first recipient of a 7-year USAID/PEPFAR grant to expand access to ART in Uganda. The Centre has undertaken several landmark research trials that have shaped HIV/AIDS policies/treatment guidelines worldwide.
Over the years, JCRC has continued to expand her services both in terms of services offered and geographical presence across Uganda.

Job Description
The Program Director will have overall responsibility for leadership and management of the project and reporting of project activities. S/he will be responsible for making key decisions and solving problems in short timeframes while ensuring operational and project technical quality and integrity. S/he will serve as the project’s main point of contact for JCRC with CDC and IDI. S/he will also ensure effective organizational management, collaboration and communication with the partners.
Duties and Responsibilities
Provide overall leadership and strategic direction to ensure programmatic and financial integrity of the project and to achieve rapid and sustained goals, objectives and targets.
Ensure that project is technically sound, evidence-based and responsive to the needs of the CDC project.
Ensure compliance with the terms and conditions of the award.
Develop and maintain strong working relationships with IDI, CDC as well as other stakeholders.
Present JCRC and the project’s progress, achievements and lessons learned to IDI and other key stakeholders, through meetings and conferences
Provide technical leadership and ensure the quality and sustainability of project interventions
Lead the strategic and annual project work planning process in close collaboration with IDI and CDC.
Closely monitor progress towards PEPFAR –funded project targets, as well as national targets.
Guide the analysis, synthesis and reporting of outputs and results in close collaboration with the Monitoring and Evaluation Team.
Oversee the quality, preparation, and timely submission of project reports to the donor.
Mentor, support, supervise and manage a team of highly qualified staff and align their efforts to ensure rapid and sustainable results.
Write and/or review project materials and publications.
Work with finance and project staff to develop, track and manage project budgets.
Provide strategic guidance and leadership to the Monitoring and Evaluation (M&E) staff to develop M&E frameworks and effectively track data/results.
Work closely with JCRC senior management staff to ensure effective, timely and coordinated project implementation.
Ensure compliance with CDC operational policies and regulations.

Qualifications and Competencies
Advanced degree in public health, health administration, international health or a related field.
The candidate should have MB CH B bachelor’s degree.
10+ years of experience managing HIV care and treatment programs at regional or national level, including planning, designing, implementing, mentoring, and evaluating and documenting results.
At least 5 years of previous experience in managing large donor funded programs. Managing CDC funded programs will be of added advantage.
Exceptional written and oral communications skills.
Strong technical and programmatic knowledge and experience in the following areas: HIV, HIV/TB and TB
In-depth knowledge of PEPFAR programming, UG government rules and regulations, compliance and reporting requirements
Demonstrated outstanding leadership, strategic thinking, organizational, team-building, and representational skills.
Excellent skills in facilitation, team building, and coordination and good report writing skills.
Ability to coach, mentor and develop technical capacity in technical staff.
Proficiency in word processing, Microsoft Office and analytical skills.
Ability to travel nationally.
Must be a Uganda National.
