Job Description
As a vital member of the program implementation team, the Programs Officer will collaborate closely with project leads, advocacy heads, and education specialists to develop and execute advocacy strategies focused on education reform and community development. The officer will also build and maintain partnerships with stakeholders, facilitate training and knowledge sharing, support monitoring and evaluation processes, and contribute to strategic communications. The role demands a strong understanding of education policy, stakeholder engagement, and the ability to translate research into actionable advocacy.

How to Apply
Contribute to the development and implementation of county-specific advocacy strategies
Support delivery of the annual project work plan
Monitor education-related policy reforms and community-level developments
Promote child participation in advocacy activities
Identify and develop partnerships with networks and coalitions to support advocacy goals
Represent COMPASS ACTION at strategic forums and civil society platforms
Support program beneficiaries through accountability mechanisms and knowledge management
Facilitate capacity-building sessions for field and program staff
Collaborate with external partners and government stakeholders to align project efforts
Participate in program meetings and extract key advocacy messages
Monitor and evaluate project progress, budgets, and indicators
Produce periodic reports outlining milestones, achievements, and recommendations
Bachelor’s degree in Social Sciences, Development Studies, Education, or related field
Minimum 2 years of experience in project coordination and advocacy strategy implementation
Solid understanding of the budget cycle and program implementation timelines
Strong written and verbal communication skills, including the ability to write policy-oriented content
Demonstrated teamwork and interpersonal communication skills
Experience working with coalitions, civil society organizations, and education advocacy initiatives
Proficiency in English; knowledge of Kinyarwanda or French is an asset
