Job Description

Overall responsibility:
The program Officer for Resilient Sustainable Systems for Health (RSSH) is a member of the implementation team of Global Fund grant to fight HIV, TB and Malaria in Uganda. He or she will be supporting the RSSH Coordinator for implementing RSSH interventions and enhancing capacities of respective implementers.

Specific duties and responsibilities

  • Provide support to planning, implementation, monitoring and reporting related to the RSSH grant.

  • Monitor and follow up on grant implementation levels, drawing attention of the RSSH specialist on challenges detected to improve the effectiveness and impact of the RSSH interventions.

  • Provide administrative support to the RSSH implementing departments and institutions.

  • Contribute to the development of reports, policy papers, presentations and other communication materials as requested.

  • Coordinate with team members to ensure timely planning & implementation of activities, disbursement of resources, supervision & monitoring, logistics availability etc.

  • Work with Finance team to carefully monitor and track budget and expenses

  • Provide logistical support for meetings, workshops, field visits, missions etc

  • Support procurement planning and follow up on procurement and activity requests of the RSSH grant.

  • Responsible for the proper documentation of all activities with sufficient proof and evidence documents including any other relevant issues during execution of RSSH

  • Facilitate implementation of Ministry of Health and Global Fund policies and guidelines effectively and efficiently. xi. Keep an updated Assets register.

  • Any other duties as may be assigned by the Supervisor.

Qualifications and experience

  • Master’s degree in public administration or management, social sciences, Business Administration or

  • related field)

  • Bachelor’s degree in public administration, management, social sciences, Business administration,

  • At least 5 years of professional experience, 3 years of which should have been served in the health sector.

  • Ability to work efficiently with government stakeholders.

  • Demonstrated ability to work as part of a team and independently.

  • Experience with donor-funded grants,

  • Experience providing process facilitation support on issues related to health systems strengthening

  • High level of organization, attention to detail, professionalism, and reliability.

  • Ability to work in a fast-paced environment and be responsive to implementing departments and partners

  • Strong oral and written communication and presentations skills.
