Job Description

Makerere University Walter Reed Project (MUWRP) is a non-profit biomedical research organization, whose mission is to mitigate disease threats through quality research, health care and disease surveillance. MUWRP was established in 2002 by a Memorandum of Agreement between The Henry M. Jackson Foundation for the Advancement of Military Medicine, Inc. (HJF) and Makerere University (Mak) undertake medical research to test HIV vaccines. Over the years, MUWRP's portfolio has progressively expanded to include vaccine research for Ebola and Marburg viruses, Emerging Infectious Diseases Program (EIDP) for surveillance of influenza and influenza-like viruses and other emerging infections in humans and animals; also, a PEPFAR funded program in HIV treatment, care and prevention in the districts of Kayunga, Mukono, Buvuma, Buikwe, Luwero, Nakasongola. Additionally. MUWRP seeks to fill the following position.
Contract Tenure: 1 year with a possibility of extension subject to the needs of the Organization

Duties and Responsibilities

Program Management and Coordination

  • Operational Oversight: Overseeing daily operations of the laboratory hub, including workflow management, sample processing, and result reporting.

  • Coordination: Coordinating with healthcare providers, field staff, and other stakeholders to ensure efficient sample collection, transport, and processing.

  • Resource Allocation: Ensuring the availability and proper utilization of laboratory supplies, equipment, and personnel.


Quality Assurance and Compliance

  • Quality Control: Implementing and maintaining quality control procedures to ensure the accuracy and reliability of laboratory results.

  • Compliance: Ensuring compliance with national and international laboratory standards, regulations, and accreditation requirements (e.g., ISO, CLIA).

  • Standard Operating Procedures (SOPs): Developing, updating, and enforcing SOPs for all laboratory processes and procedures.


Data Management and Reporting

  • Data Collection: Overseeing the collection, management, and analysis of laboratory data to monitor performance and identify trends.

  • Reporting: Preparing and submitting regular reports on laboratory activities, performance metrics, and outcomes to program managers and stakeholders.

  • Information Systems: Managing laboratory information systems (LIS) to ensure efficient data entry, retrieval, and reporting.


Training and Capacity Building

  • Training Programs: Designing and implementing training programs for laboratory staff to enhance their technical skills and knowledge.

  • Capacity Building: Providing ongoing mentorship and support to laboratory personnel to build capacity and ensure adherence to best practices.


Research and Development

  • Innovation: Promoting and supporting research initiatives to improve laboratory services and introduce new diagnostic techniques.

  • Collaboration: Collaborating with research institutions and other partners on projects aimed at advancing laboratory science and public health.


Financial and Resource Management

  • Budgeting: Managing the laboratory budget, including forecasting needs, controlling expenditures, and ensuring cost-effective operations.

  • Procurement: Overseeing the procurement of laboratory supplies and equipment, ensuring timely and cost-effective purchasing.


Safety and Risk Management

  • Safety Protocols: Implementing and enforcing safety protocols to protect laboratory staff and prevent contamination or accidents.

  • Risk Assessment: Conducting regular risk assessments and audits to identify and mitigate potential hazards in the laboratory environment.

Qualifications and Competencies

Educational Requirements

  • Bachelor’s Degree: A bachelor’s degree in medical laboratory science, microbiology, biochemistry, or a related field is typically required.

  • Advanced Degree: A master’s degree in public health, laboratory management, or a related field is often preferred.


Professional Experience

  • Experience: At least 3-5 years of experience in a laboratory setting, with a focus on laboratory management, quality assurance, or diagnostic services.

  • Supervisory Experience: Experience in supervising laboratory staff and managing laboratory operations.


Skills and Competencies

  • Technical Skills: Proficiency in laboratory techniques, equipment, and procedures relevant to the lab hub’s focus areas (e.g., microbiology, hematology, molecular diagnostics).

  • Quality Management: Strong knowledge of quality assurance and quality control principles and practices.

  • Data Management: Ability to manage and analyze laboratory data, with proficiency in laboratory information systems (LIS) and data analysis software.

  • Training and Development: Skills in designing and delivering training programs for laboratory personnel.

  • Project Management: Strong project management skills, including planning, budgeting, and resource allocation.

  • Communication Skills: Excellent verbal and written communication skills for reporting, training, and stakeholder engagement.
