Job Description

The Center for Health, Human Rights and Development (CEHURD) is an indigenous Non-Governmental Organisation that has been in existence for 15 years whose mandate is to pioneer the justiciability of the right to health in eastern Africa. The organisation is an equal opportunity employer and exists to advance health rights of vulnerable communities through litigation, advocacy and research. This mission is achieved through five strategic objectives that include: promoting sustainable access to justice; positioning health and human rights as a strategy for sustainable development; enhancing institutional and programmatic growth; building community capacities and agency and strengthening institutional capacity.

Duties and Responsibilities

  • Procurement Planning: Collaborate with department heads or project managers to develop procurement plans and schedules based on organizational needs and objectives. Identify procurement requirements, specifications, and budgetary constraints for goods and services.

  • Sourcing Suppliers: Research, evaluate, and select suppliers/vendors based on factors such as price, quality, reliability, and delivery timelines. Solicit bids, quotations, or proposals from potential suppliers and conduct negotiations to secure favorable terms and conditions.

  • Vendor Management: Maintain relationships with existing suppliers and vendors, as well as identify and onboard new suppliers as needed. Monitor vendor performance, assess supplier capabilities, and address any issues or concerns that arise.

  • Purchase Order Processing: Generate purchase orders, contracts, or agreements to formalize procurement transactions with approved suppliers. Ensure purchase orders accurately reflect quantity, specifications, pricing, and delivery terms agreed upon with vendors.

  • Contract Management: Manage contracts and agreements with suppliers throughout the procurement lifecycle. Review contract terms and conditions, negotiate amendments or modifications, and ensure compliance with contractual obligations.

  • Price Negotiation: Negotiate prices, discounts, and payment terms with suppliers to achieve cost savings and favorable terms for the organization. Seek opportunities for volume discounts, bulk purchasing, or long-term agreements to optimize procurement costs.

  • Inventory Management: Coordinate with inventory or warehouse personnel to ensure timely receipt, inspection, and storage of procured goods and materials. Monitor inventory levels, track stock movements, and reconcile discrepancies as necessary.

  • Quality Assurance: Ensure procured goods and services meet the required quality standards, specifications, and regulatory requirements. Conduct inspections, quality checks, or performance evaluations of products received from suppliers.

  • Compliance and Documentation: Ensure procurement activities comply with organizational policies, procedures, and legal/regulatory requirements. Maintain accurate records, documentation, and audit trails for all procurement transactions, including purchase orders, contracts, invoices, and correspondence.

  • Risk Management: Identify and mitigate procurement risks, such as supply chain disruptions, price fluctuations, or vendor reliability issues. Develop contingency plans and alternative sourcing strategies to minimize disruptions to operations.

  • Supplier Diversity and Sustainability: Promote supplier diversity and sustainability initiatives by sourcing from small businesses, women-owned enterprises, minority-owned businesses, or environmentally responsible suppliers. Consider social, environmental, and ethical factors in supplier selection and evaluation.

  • Procurement Reporting: Prepare procurement reports, metrics, and performance indicators to track key procurement metrics, such as cost savings, supplier performance, and procurement cycle times. Provide regular updates to management and stakeholders on procurement activities and achievements.

  • Training and Capacity Building: Provide training, guidance, and support to staff involved in procurement activities to ensure compliance with procurement policies and procedures. Develop procurement-related training materials or manuals as needed.

  • Continuous Improvement: Identify opportunities for process improvements, automation, or streamlining of procurement processes. Implement best practices, tools, or technologies to enhance efficiency, transparency, and effectiveness in procurement operations.

Qualifications and Competencies

  • Education: A bachelor's degree in supply chain management, business administration, logistics, procurement, or a related field is often required. Some organizations may prefer candidates with a master's degree or professional certifications in procurement or supply chain management.

  • Experience: Previous experience in procurement, purchasing, or supply chain management is typically required. The level of experience may vary depending on the complexity of the procurement function and the industry. Entry-level positions may require 1-2 years of relevant experience, while senior positions may require 5 or more years of experience.

  • Knowledge of Procurement Processes: A solid understanding of procurement principles, practices, and procedures is essential. Candidates should be familiar with the end-to-end procurement process, including sourcing, vendor management, contract negotiation, and supplier relationship management.

  • Legal and Regulatory Compliance: Knowledge of relevant laws, regulations, and industry standards governing procurement practices is important. Procurement officers should be familiar with procurement regulations, contract law, ethics, and compliance requirements related to government procurement, if applicable.

  • Technical Skills: Proficiency in procurement software, enterprise resource planning (ERP) systems, and Microsoft Office applications (such as Excel, Word, and PowerPoint) is often required. Candidates should be comfortable using procurement tools and technology to streamline processes and manage data effectively.

  • Analytical Abilities: Strong analytical skills are essential for evaluating supplier proposals, analyzing pricing structures, conducting cost-benefit analyses, and making data-driven procurement decisions. Candidates should be able to interpret financial data, identify trends, and assess risks.

  • Negotiation Skills: Effective negotiation skills are crucial for securing favorable terms and conditions with suppliers. Procurement officers should be able to negotiate prices, contracts, and service level agreements to achieve cost savings and value for the organization.

  • Communication Skills: Excellent written and verbal communication skills are important for interacting with suppliers, stakeholders, and internal teams. Procurement officers should be able to communicate clearly, persuasively, and diplomatically to convey information, negotiate terms, and resolve issues.

  • Attention to Detail: Procurement officers must have a keen eye for detail to accurately review contracts, specifications, and pricing proposals. They should ensure that procurement documents and agreements align with organizational requirements and standards.

  • Ethical Integrity: Upholding ethical standards and integrity is critical in procurement to avoid conflicts of interest, bribery, or unethical behavior. Procurement officers should demonstrate honesty, fairness, and transparency in their interactions with suppliers and stakeholders.

  • Time Management: Effective time management skills are important for prioritizing tasks, meeting deadlines, and managing multiple procurement projects simultaneously. Procurement officers should be able to work efficiently under pressure and adapt to changing priorities.

  • Relationship Building: Building and maintaining positive relationships with suppliers, stakeholders, and internal teams is essential for successful procurement outcomes. Procurement officers should be approachable, collaborative, and responsive to foster productive partnerships.

  • Flexibility and Adaptability: Procurement officers should be flexible and adaptable to navigate changes in market conditions, supplier relationships, or organizational priorities. They should be able to adjust procurement strategies and tactics as needed to achieve desired outcomes.

  • Strategic Thinking: Strategic thinking skills are valuable for developing long-term procurement strategies and optimizing procurement processes. Procurement officers should be able to align procurement activities with organizational goals and contribute to overall business objectives.

  • Customer Focus: Procurement officers should have a customer-centric mindset, focusing on meeting the needs and requirements of internal stakeholders and end-users. They should understand user requirements, anticipate demand, and deliver value-added procurement solutions.
