Uganda National Bureau of Standards (UNBS) is a Government Agency responsible for Standardization, Quality Assurance, Metrology, and Laboratory Testing (SQMT) with the objectives of promoting Fair Trade and Protecting Consumers and the Environment against Harmful Commodities.
UNBS seeks to recruit a highly Motivated, Result-Oriented and Suitably Qualified Professional with very high level of Integrity in the under listed Position/Role;

Procurement Planning: Develop procurement plans in coordination with other departments to ensure timely acquisition of goods, services, and works needed for the organization's operations.
Sourcing and Vendor Management: Identify potential suppliers, solicit bids or proposals, evaluate vendor responses, negotiate contracts, and select qualified suppliers based on quality, cost, and delivery requirements.
Contract Management: Draft, review, and execute procurement contracts and agreements, ensuring compliance with legal and regulatory requirements. Monitor contract performance, resolve contract disputes, and enforce contract terms and conditions.
Budget Management: Develop and manage procurement budgets, track expenditures, and ensure cost-effective procurement practices while maintaining quality standards and meeting operational needs.
Risk Management: Identify and mitigate procurement risks, such as supply chain disruptions, vendor non-compliance, and cost overruns, to minimize adverse impacts on organizational objectives.
Policy Compliance: Ensure compliance with procurement policies, procedures, and regulations, including relevant laws, regulations, and ethical standards. Develop and implement procurement policies and guidelines as needed.
Supplier Relationship Management: Build and maintain positive relationships with suppliers, monitor supplier performance, address performance issues, and identify opportunities for strategic partnerships and collaboration.
Team Leadership: Supervise and mentor procurement staff, providing guidance, training, and support to ensure effective performance and professional development. Delegate tasks and responsibilities as appropriate to achieve departmental goals.
Process Improvement: Continuously review and improve procurement processes, systems, and workflows to enhance efficiency, transparency, and accountability in procurement operations. Implement best practices and innovative solutions to optimize procurement performance.
Reporting and Documentation: Prepare regular procurement reports, dashboards, and metrics to track key performance indicators, monitor procurement performance, and support decision-making by senior management and stakeholders.

Education: A bachelor's degree in procurement, supply chain management, business administration, finance, or a related field is typically required. Advanced degrees or professional certifications in procurement (e.g., CIPS, CPP, CSCP) may be preferred.
Experience: Several years of progressively responsible experience in procurement, including experience in public or private sector procurement, contract management, and vendor negotiations. Experience in a supervisory or managerial role is often required for principal-level positions.
Procurement Knowledge: Strong knowledge of procurement principles, practices, and regulations, including familiarity with relevant laws, regulations, and best practices in procurement and contract management.
Analytical Skills: Excellent analytical and problem-solving skills, with the ability to analyze complex procurement issues, evaluate options, and make data-driven decisions to support organizational objectives.
Communication Skills: Effective written and verbal communication skills, with the ability to communicate clearly and persuasively with internal stakeholders, external suppliers, and other relevant parties.
Negotiation Skills: Strong negotiation skills and contract management abilities, with the ability to negotiate favorable terms and conditions, resolve conflicts, and build mutually beneficial relationships with suppliers.
Attention to Detail: Exceptional attention to detail and accuracy in reviewing procurement documents, contracts, and financial records to ensure compliance with procurement policies and regulatory requirements.
Leadership Abilities: Demonstrated leadership abilities, including the ability to lead and motivate a team, delegate tasks effectively, and foster a collaborative and supportive work environment.
Ethical Standards: High ethical standards and integrity in conducting procurement activities, with a commitment to fairness, transparency, and accountability in procurement operations.
Technology Proficiency: Proficiency in using procurement software, enterprise resource planning (ERP) systems, and other relevant tools and technologies to manage procurement processes, analyze data, and generate reports.
