Job Description

Stay informed about emerging trends, innovations, and best practices in urban planning, attend conferences, workshops, and training sessions, and participate in professional organizations and networks to enhance knowledge, skills, and professional development.

Duties and Responsibilities

  • Project Management: Lead and manage planning projects, programs, and initiatives from conception to completion, including defining project scope, objectives, timelines, and deliverables, coordinating multidisciplinary teams, and ensuring adherence to budgets and quality standards.

  • Policy Development: Research, analyze, and develop planning policies, ordinances, regulations, and guidelines related to land use, zoning, transportation, housing, economic development, sustainability, and resilience, incorporating best practices and innovative approaches.

  • Community Engagement: Facilitate meaningful engagement and collaboration with stakeholders, community groups, residents, businesses, and elected officials to gather input, solicit feedback, and build consensus on planning initiatives, projects, and policies through public meetings, workshops, and outreach activities.

  • Strategic Planning: Develop and implement long-range strategic plans, comprehensive plans, master plans, and growth management strategies to guide the physical, social, and economic development of cities, regions, and communities, aligning with overarching goals and visions.

  • Land Use Planning: Lead efforts to develop and implement comprehensive land use plans, zoning regulations, and urban development policies, ensuring compatibility with long-term planning objectives, environmental sustainability, and community needs.

  • Regulatory Compliance: Ensure compliance with federal, state, and local laws, regulations, and planning requirements, such as the National Environmental Policy Act (NEPA), the California Environmental Quality Act (CEQA), and municipal zoning codes and ordinances, and oversee environmental review processes as needed.

  • Technical Analysis: Conduct spatial analysis, demographic analysis, economic analysis, and other technical studies using Geographic Information Systems (GIS), statistical software, and other tools to support planning activities, identify trends, evaluate alternatives, and inform decision-making.

  • Interagency Coordination: Collaborate with internal departments, external agencies, regional entities, and stakeholders to coordinate planning efforts, address cross-cutting issues, leverage resources, and achieve mutual objectives, promoting interagency cooperation and partnership.

  • Professional Development: Stay informed about emerging trends, innovations, and best practices in urban planning, attend conferences, workshops, and training sessions, and participate in professional organizations and networks to enhance knowledge, skills, and professional development.

Qualifications and Competencies

  • Education: A bachelor's or master's degree in urban planning, urban studies, geography, architecture, or a related field is typically required for Principal Planner positions. Advanced degrees or professional certifications (e.g., AICP - American Institute of Certified Planners) may be preferred or required for certain roles.

  • Experience: Extensive experience in urban planning, land use planning, or related fields, including leadership and project management experience, is usually required for Principal Planner positions. Experience in municipal or regional planning agencies and familiarity with local government processes is often preferred.

  • Planning Expertise: Strong expertise in urban planning principles, theories, methods, and best practices, as well as specialized knowledge in areas such as land use planning, transportation planning, housing policy, environmental planning, or economic development.

  • Technical Skills: Proficiency in planning software, GIS mapping tools, data analysis tools, and other technical tools and applications used in urban planning, such as ArcGIS, AutoCAD, SketchUp, and statistical software (e.g., SPSS, R).

  • Communication Skills: Excellent communication skills, both verbal and written, are essential for Principal Planners to communicate complex planning concepts, analyses, and recommendations to diverse audiences, including elected officials, community members, developers, and other stakeholders.

  • Analytical Skills: Strong analytical, problem-solving, and critical-thinking skills are necessary for Principal Planners to analyze data, evaluate options, assess impacts, and develop innovative solutions to urban planning challenges and opportunities.

  • Leadership Skills: Strong leadership and management skills are important for Principal Planners to lead and motivate teams, delegate tasks, set strategic direction, and inspire excellence in planning initiatives and projects.

  • Interpersonal Skills: Strong interpersonal skills are necessary for Principal Planners to build relationships, collaborate effectively with colleagues, stakeholders, and partners, and negotiate agreements on complex planning issues.

  • Legal and Regulatory Knowledge: Understanding of relevant laws, regulations, and legal principles governing urban planning, land use, zoning, environmental protection, and public participation processes, as well as knowledge of legal precedents and court decisions related to planning issues.
