The AfriChild Centre is a multi-disciplinary research institution dedicated to conducting research and providing evidence to influence policies and programs that enhance the well-being of African children. To achieve its mission effectively, AfriChild Centre requires strategic Human Resource (HR) services to strengthen staff capacity, manage staff development, ensure compliance with Uganda’s employment and labour laws, and promote staff wellness. Job Description
Consultant: Part-Time Human Resource Services
Location: AfriChild Centre, Plot 196 Kigobe Road Ntinda, Kampala, Uganda
Duration: One year (with the possibility of extension)
Reporting to: Executive Director, AfriChild Centre
Opening/Posting Date:1st November 2024
The purpose of this consultancy is to provide part-time HR services to support the AfriChild Centre in managing its HR needs, including occupational safety, staff wellness, and team building. The consultant will work closely with the Executive Director and key staff to streamline HR processes, enhance staff performance and ensure that HR policies align with the Centre's strategic objectives.
Duties, Roles and Responsibilities
Scope of Work
The consultant will be expected to carry out the following tasks:
HR Policy Development and Review
Review and update, HR policies, procedures, and guidelines in line with local labour and employment laws and best practices.
Ensure HR policies are communicated to staff, understood and adhered to across the organization.
Recruitment and Onboarding
Oversee recruitment processes, including job description development, advertisements, candidate screening, interviewing, and selection.
Review and streamline onboarding programs to ensure the successful integration of new employees into the organization.
Performance Management
Support performance management systems, including setting objectives, supporting appraisals, and managing staff development plans.
Guide managers and staff on performance-related matters.
Training and Capacity Building
Identify training needs and opportunities for staff development.
Organize and coordinate internal and external training programs in line with organizational goals.
Compensation and Benefits Management
Review and advise on compensation structures to ensure competitiveness in the NGO sector and compliance with labour regulations.
Supervise staff benefits, including health insurance, leave entitlements, and other allowances.
Employee Relations and Conflict Resolution
Support the resolution of staff grievances and conflicts in a fair and timely manner.
Guide staff relations matters to foster a positive and productive working environment.
Occupational Safety and Health (OSH)
Review and support policies and practices to ensure a safe and healthy work environment.
Conduct risk assessments and promote adherence to safety protocols in compliance with national occupational safety and health regulations.
Organize OSH training for employees to enhance workplace safety awareness.
Staff Wellness and Leave Management
Propose wellness programs that support the physical, emotional, and mental well-being of employees.
Oversee leave management to ensure accurate tracking of leave entitlements and proper work-life balance.
Promote a culture of wellness by organizing health-related activities, counselling services, and stress management programs.
Team Building and Employee Engagement
Plan and facilitate team-building activities that promote collaboration, communication, and trust within the organization.
Encourage staff engagement through regular feedback sessions, recognition programs, and morale-boosting events.
HR Compliance and Reporting
Ensure compliance with Ugandan labour and employment laws, including contracts, working hours, leave, and termination procedures.
Maintain accurate HR records and ensure timely reporting on HR metrics.
Organizational Development Support
Advise on organizational structure, culture, and strategies to enhance efficiency and staff morale.
Provide support in managing change and improving organizational communication.
Deliverables
The consultant will be required to deliver the following outputs:
Updated HR policies and procedures.
Monthly recruitment, onboarding, and performance management reports.
Training and development plans and implementation reports.
Compensation and benefits review report.
Conflict resolution and staff relations reports (as necessary).
Occupational safety and health assessments and improvement reports.
Employee wellness program framework and leave management reports.
Team-building and staff engagement activity reports.
Regular HR compliance and audit reports.
Duration of Assignment
The consultant will provide HR services for one year (with the possibility of extension) with an estimated commitment of 10 days per month. This part-time engagement may be extended based on performance and organizational needs.
Reporting
The consultant will report directly to the Executive Director of the AfriChild Centre. Regular check-ins and progress updates will be required.

Qualifications, Education and Competencies
The ideal consultant should have:
A Bachelor’s degree in Human Resource Management, Business Administration, or a related field (a Master’s degree is an added advantage).
At least 5 years of relevant experience in human resources, with a strong understanding of HR policies, employment and labour laws, and best practices.
Proven experience in recruitment, employee relations, performance management, training, and occupational safety and health.
Strong interpersonal and communication skills.
Excellent organizational and problem-solving abilities.
A high sense of confidentiality and diplomacy.
Experience working with non-governmental organizations (NGOs) or academic/research institutions is preferred.
