Job Description
Tasks
This review will be carried out between January 2024 and April 2024 (pending commitment of the consultant(s) and finalization of the protocol) and June 14, 2024 (submission of the final report). Consultants are expected to be in country in January for initial planning and in February-March for data collection.
Duties and Responsibilities
The consultant(s) will perform the following tasks:
Task 1: Inception and Mid-Term Review Protocol finalization
Hold an engagement meeting with the SSCS team to review the deliverables, agree on a timeline for implementation, and identify key priorities and methodologies to be incorporated into the mid-term review protocol.
This will include the identification of data, documentation, and key informants needed for the implementation of Task 1.2.
Conduct a systematic review of existing Uganda SSCS documentation and data, including all project and any partner reports.
Contribute to finalize the draft protocol defining the methodology used to carry out the mid-term review to be developed by MSH.
Task 2: Development of Data Collection Tools and Templates
Review and finalize key informant interview templates for data collection in line with the Mid-Term Review Protocol as well as any aggregate data collection tools.
Task 3: Data Collection
Using the data collection tools and templates, collect data via key informant interviews, or other methodologies as described in the mid-term review protocol.
Collate, clean and code key informant interview data utilizing Dedoose software.
Task 4: Data Analysis
Analyze qualitative and quantitative data collected under Task 3, with the overall results compiled into relevant tables and other summary formats for review by the MSH team.
Provide data visualizations (routine PMP data as well as supplemental mixed methods MTR) and data collected under Task 3, which can be used by MSH for decision-making and reviewing project performance.
Review data from SSCS reports, and where appropriate conduct additional analysis to cover the identified gaps.
Task 5: Report Development and Presentation
Prepare a draft full mid-term evaluation report which will include an in-depth analysis of the results, main conclusions and pragmatic recommendations that can be used by the project.
The report should be provided as a Microsoft Word document, with a maximum of 30 pages, without annexes.
The Report should include an Executive summary that has a maximum of 2 pages (which does not count against the 30-page limit for the body of the report).
Prepare a draft Microsoft PowerPoint presentation (30 slides maximum) that summarizes the major findings and recommendations that are included in the report.
Prepare a final version of the Mid-Term Evaluation Report and PowerPoint presentation based on MSH’s feedback.
Prepare and deliver the presentation of report findings and recommendations to the SSCS Senior Management Team and MSH support team.

Qualifications and Competencies
QUALIFICATIONS
Education
A minimum of a master’s degree in Public Health or related fields is required
Experience
Familiarity with MSH HO systems and culture
Previous experience with MSH program implementation in multiple countries
Previous MTR and program evaluation experience
Previous country-program backstopping experience
Previous in-country Uganda experience, preferably multi sector and/or supply chain
Availability on short notice to finish the job before June 28, 2024
Mixed methods data analysis capacity
