Job Description
The job purpose for a Monitoring, Evaluation, and Learning (MEL) Officer typically revolves around implementing and overseeing systems that track, assess, and enhance the impact and effectiveness of programs and projects within an organization. The MEL Officer plays a crucial role in ensuring that the organization achieves its goals by continuously learning from its activities, adapting strategies based on evidence, and improving overall performance.
Duties and Responsibilities
Developing MEL frameworks: Design and develop monitoring, evaluation, and learning frameworks and plans for programs and projects. Define key performance indicators (KPIs), outcomes, outputs, and targets to measure progress and success.
Monitoring implementation: Oversee the implementation of monitoring activities to track the progress of programs and projects against planned activities, timelines, and budgets. Collect data on inputs, outputs, and outcomes using various monitoring tools and methods.
Data collection and management: Develop data collection tools, surveys, questionnaires, and interview guides to gather relevant data from stakeholders, beneficiaries, and project participants. Manage data collection processes and ensure data quality, accuracy, and completeness.
Data analysis and interpretation: Analyze quantitative and qualitative data collected through monitoring activities. Interpret findings, trends, and patterns to assess program performance, identify strengths and weaknesses, and draw lessons learned.
Evaluation design and implementation: Plan and conduct evaluations of programs and projects using appropriate methodologies and approaches, such as baseline surveys, mid-term evaluations, and end-of-project evaluations. Coordinate with external evaluators or consultants as needed.
Learning and reflection: Facilitate processes for capturing and documenting lessons learned, best practices, and success stories from program implementation. Promote a culture of reflection and continuous learning within the organization.
Reporting: Prepare regular progress reports, monitoring reports, and evaluation reports for internal and external stakeholders. Communicate findings, recommendations, and lessons learned in a clear and concise manner.
Capacity building: Provide training, guidance, and support to program staff, partners, and stakeholders on monitoring, evaluation, and learning methodologies, tools, and techniques. Build their capacity to collect, analyze, and use data for decision-making and program improvement.
Stakeholder engagement: Engage with stakeholders, including program beneficiaries, partners, donors, and government agencies, to gather feedback, share findings, and foster dialogue around program performance and impact.
Adaptive management: Support adaptive management processes by using monitoring and evaluation findings to make timely adjustments to program strategies, activities, and approaches. Ensure that programs remain responsive to changing contexts and emerging needs.
Quality assurance: Ensure that monitoring, evaluation, and learning activities adhere to established standards, protocols, and ethical guidelines. Maintain confidentiality and respect the rights and privacy of program participants and stakeholders.
Knowledge management: Contribute to the organization's knowledge management efforts by documenting and disseminating MEL findings, reports, and resources internally and externally. Share insights, innovations, and good practices with the wider development community.
Qualifications and Competencies
A bachelor's degree in a relevant field such as monitoring and evaluation, statistics, social sciences, international development, or a related discipline.
Five years of experience in monitoring and evaluation roles, preferably in the context of health or human rights programs.
Experience managing M&E activities for health-related projects.
Proven experience in designing and implementing monitoring and evaluation frameworks.
