Effective Program Monitoring and Reporting
Analyze program data and periodic reports from different grants/Area Programs and Projects at the Regional Level into periodic management reports usable for demonstrating evidence towards progress on the National and Response Strategy.
Lead the quarterly UNHCR Activity Info Reporting.
Lead collaboration and reporting on the UNHCR lead Feedback Response and Referral Mechanism (FRRM).
Establish and strengthen a robust monitoring system for the response and development programs/projects to increase project effectiveness, efficiency, and accountability to internal and external partners and stakeholders
Track the response strategy in line with WVU NO Strategy using the established response MEAL systems that provides information on progress being made on each of the indicators in the strategy
Prepare and consolidate monthly, quarterly, mid-year, and annual management reports for the region in line with the MEAL function
Upload/Update WV information on OPM URMMS, and WV reports/project info in Horizon
Lead SITREP reporting

Partnering, Networking, and Collaboration
Support engagement with key stakeholders for influence, learning, and resource development. Represent WVU in key inter-agency engagements
Engage with donor agencies and other stakeholders, from time to time, as required.
Contribute to the development and implementation of the Grant Acquisition Business Plan through technical input to grant proposals.
Participate in the national Assessment Technical Working Group
Represent WV at National/Regional Sector Working Group - SWG meetings

Team management and capacity building;
Enhance organizational capacity building on MEAL-related subjects to improve project efficiency and accountability.
Provide effective leadership and management to the MEAL team to function efficiently in meeting the organization’s needs.
Oversee implementation of the MEAL systems through regular field monitoring visits and tracking of Key Performance Indicators.

Promote evidence-based learning through undertaking assessments, baselines and evaluations including operations research and documentation for the response

A University degree in statistics, quantitative economics, development studies, or a related field is required. A Master’s degree is an added advantage
Minimum of five years of work experience managing data-intensive programs in designing, monitoring, and evaluation methodologies is highly desirable. Knowledge of statistical data analysis packages e.g. SPSS, Epi-info, Nvivo, etc.
Experience with qualitative and quantitative M&E data collection and analysis methods, including tracking outcome indicators, is desirable. Should have relevant field experience in development, monitoring and evaluation of community-based projects especially in a refugee context.
Knowledge of M&E issues with respect to service delivery and support related to Education, WASH, Livelihoods and/or capacity development is desirable. Experience in supporting Grants/HEA setting would be an advantage
Experience in designing M&E methodologies and tools, and the ability to coach and train others in their use is desirable.
This position requires a person who is self-starter, who can accomplish the task with minimal or no supervision. He/she should be able to manage a team of staff as well as cooperate with other units. He/she must be keen on details and well organized individual.
Report writing, research, monitoring and evaluation.
