Job Description
To provide leadership and direction to the Bank’s Credit Administration unit , oversight management of sound credit risk management policies and procedures, preparation of pre and post approval loan documentation and proactively manage the technical aspects of credit administration processes with efficiency and accuracy. Additionally, it is the responsibility of the Job holder to ensure timely submission of accurate reports as required by Key stakeholder including, Management, Board, Bank of Uganda, External and Internal Audit.
Responsibilities Accountable for planning, organizing and executing the Cairo Bank Uganda Ltd Credit Administration and Monitoring activities including Legal Implementation, Disbursement, Collateral Management, Credit File Management and ensuring that all Legal and Credit Administration risks are mitigated. Management of the day-to-day operations of credit administration and monitoring duties to ensure that the Credit department meets the annual goals and objectives related to credit risk administration and monitoring
Duties and Responsibilities
Credit file and Records Management
Confirm that security and other documents are duly executed and properly verified and that every collateral asset line has a supporting document reflecting the value as per the register and can be easily referenced.
Ensure completion of records management checklist for all deals prior to disbursement.
Provide safe custody for the loan files and transaction vouchers received or generated during the credit administration process.
Establish mechanisms that enable all files to be reviewed for clearance before distribution.
Verify and establish authenticity and completeness of loan documentation as per Credit policy.
Plan, organize and document proceedings of credit committee meetings.
Collateral Management
Verify and ascertain that all collateral is registered as per agreed targets with accurate collateral values.
Conduct annual and quarterly collateral reviews within set time limits.
Ensure that Collateral register data is up-to-date at the end of each month.
Identify and mitigate any risks relating to collateral registration and ensure that variances are addressed through appropriate actions.
Ensure that Insurance renewals are up to date on business as well as assets taken as collateral.
Ensuring that required periodic valuation of securities held as collateral is performed satisfactorily according to the Credit policy.
Disbursement Management
Review and ascertain that disbursements are completed in line with conditions set.
Verify and confirm that credit facilities are disbursed only after all contractual terms and conditions have been met and all required documents received unless exceptions are duly approved.
Ensure compliance with policy and procedures relating to disbursement.
Credit Risk Management
Identify and mitigate risks in the implementation and disbursement processes and ensure that they are highlighted and properly managed to an acceptable level.
Development and implementation of appropriate credit reporting systems with respect to the content, format and frequency of information concerning the credit portfolio and the credit risk to permit effective analysis, sound and prudent management and control of existing and potential credit risk exposure.
Ensure reports (excess reports, all overdrawn accounts reports, arrears report, etc) are shared with the different stakeholders in a timely manner and follow up repayment commitments to ensure regularizations of accounts so as to contribute towards set Portfolio at Risk (PAR) AND Non-Performing Assets (NPA) ratios.
Ensure that BOU Reports (amongst others) are submitted on time; no penalties arising from delays in submission of reports.
Ensure IFRS 9 report preparations and training of colleagues on all the technical details of IFRS 9 to manage succession planning of Credit Department.
Ensure Stamp Duty is reconciled monthly and filed accordingly.
Compliance (Monitoring)
Enforce compliance to borrowing conditions, covenants and consent judgments (for delinquent facilities) for all credit facilities in the portfolio, and maintain an appropriate MIS to track key covenants, terms and conditions as well as the progress of all credit files.
Monitor and ensure pre and post disbursement compliance with approved terms, conditions, insurance payments, withdrawal of securities and any other administrative support that is required for the operation of credit facility accounts
Establish and ensure that the credit cycle of any credit facility is compliant with the requirements set out in the Credit policies and procedures.
Enforce effective, quality and timely execution of the terms and conditions as approved by the relevant authorities.
Maintain relationships with third party service providers and promote good working relationship with the branches and business units.
Train, guide, and motivate credit administration staff to promote discipline, productivity and accountability.
Evaluate the performance of the loan portfolio and generate periodic reports for Management and other internal/external stakeholders.
Reconcile credit suspense accounts to ensure accurate posting of credit transactions and timely payment of external service providers.
Carry out any other duties as may be assigned by Deputy Head of Credit or management.
Assets and Financial Responsibilities
Responsible for avoiding any financial losses arising from fraud or negligence associated with the Credit Administration process.

Qualifications and Competencies
Person Specification
Education, Training, Skills & Experience.
Skills
A Business degree in Finance, Commerce, Business Administration, Economics, Statistics, management or any relevant field.
Possession of a Certified banking qualification or master’s degree in a relevant field would be an added advantage.
Relevant Practical training in Credit Administration in the financial services sector.
Strategic awareness and excellent analytical, problem solving and decision making skills
A minimum of 5 years’ relevant experience with at least 2 years in Credit Risk /Administration Management domain.
Good understanding of Credit Risk /Administration Management principles.
Good understanding of Basel III and evolving regulatory guidelines.
Thorough understanding of the evolving practices for the management of credit Risk /Administration and regulatory requirements.
Capable of professional discussions with internal and external stakeholders.
Ability to source data, perform periodic computations & report on findings as may be required by Management from time to time.
Mental Skills
The ability to communicate clearly both verbally and in written form in a professional manner is deemed essential.
Ability to build functional working relationships across organizational, corporate, and cultural boundaries.
Takes clear accountability, and focuses on delivery of corporate goals.
