CNOOC International is one of the largest oil and gas companies in Uganda's energy sector and owns one-third interests in each of Exploration Areas (EA) EA1/1A, EA2 and Kingfisher. Our partners are Total E&P Uganda (33.3%) and Tullow Oil (33.3%). CNOOC International operates the Kingfisher production license.
These blocks, located in the Lake Albert Rift Basin, are in one of the most promising basins for oil and gas resources in Africa.
In 2016, development and production licenses for eight oil fields in the EA 1 and EA 2 blocks were issued by the government. In 2017, the front-end engineering design (FEED) of the blocks was initiated and the intergovernmental agreement for an oil pipeline was signed and the FEED was completed.
CNOOC International also completed the FEED for ground construction and drilling on block EA 3A in 2017.

Responsible for all QHSE management, on-site operation management and QHSE training & drill related to the Procurement & Contracts department and reporting all safety related works to the direct superior.
Responsible for establishing, developing, reviewing and updating QHSE procedural aids for Procurement & Contracts Department.
Responsible for carrying out route risk assessment, hazard identification and control, drafting and updating of the risk register in the Logistics section.
Review the QHSE project documents submitted by the contractor and the safety part of each operation plan that belongs to warehouse section.
Organize and review high-risk operation activities, HSE risk assessment and JSA submitted by contractors, and issue operation permits.
Organize or cooperate with various safety inspections in accordance with QHSE procedures.
Responsible for daily QHSE supervision, inspection and assessment of each activities in oilfield facilities and yards.
Responsible for preparing daily and monthly project QHSE reports and submitting them on time.
Responsible for QHSE accident/incident investigation, statistics, reporting and processing.
Responsible for QHSE training and drills of warehouse section crew and its contractors.
In charge of weekly & monthly HSE reports within the logistics section and propose appropriate improvements.
Responsible for the entry review of contractor personnel and equipment.
Perform other duties assigned by the superior.

Bachelor’s degree in Environmental Management, Occupational Safety Management or the related
NEBOSH or other related Logistics Safety Management certificates are a prerequisite.
At least 4 years of experience in Safety Management with a background in Logistics and Land Transportation preferably in Oil & Gas Industry.
Knowledge:
Good at lifting operation safety, transportation safety, and basic drilling knowledge or oil industry knowledge
Proficient in operating office software.
Have strong English communication skills.
Good at English business emailing and communication.
Understanding of Oil E&P
