Job Description

The Legal Advisor & Notary will provide notarial services in accordance with Rwandan laws and support the district’s executive team with legal counsel on matters related to contracts, policies, and dispute resolution. The role includes drafting bylaws, analyzing contentious issues, managing legal documents, and working with various stakeholders to mitigate legal risks and ensure that all district activities adhere to national laws and administrative procedures.

Duties, Roles and Responsibilities

  • Provide notary services as mandated by national law.

  • Serve as a legal advisor on the District Technical Coordination Committee.

  • Draft, co-sign, and review contracts between the District and third-party service providers or contractors.

  • Develop and advise on District bylaws and assess the legal implications of strategic decisions.

  • Analyze and resolve contentious issues or complaints submitted by staff or citizens.

  • Prepare recommendations for the Attorney General regarding litigious matters involving the District.

Qualifications, Education and Competencies

  • Bachelor’s degree in Law.

  • Eligibility to perform notary functions as per Rwandan law.

  • Strong understanding of public sector legal frameworks.

  • Excellent drafting, analytical, and communication skills.

  • Ability to work independently and as part of a team.

  • No previous work experience required, though relevant experience is an added advantage.
