Job Description
Job Title: HR Business Development Manager

Location: Kampala, Uganda
Reports To: Head of Human Resources
Role Overview
We are looking for a dynamic and strategic HR Business Development Manager to support our growth ambitions. This role will focus on driving talent acquisition, workforce development, employee engagement, and operational efficiency in line with QCiL’s mission and expansion plans.
Duties, Roles and Responsibilities
1. Strategic Workforce Planning
Develop and execute HR strategies aligned with business growth.
Lead workforce planning to support rapid expansion and agility.
Introduce innovative, context-relevant HR solutions and global best practices.
Design creative, high-impact talent acquisition campaigns.
2. Talent Development & Performance Management
Implement robust performance management systems.
Drive learning and development initiatives to support employee growth and productivity.
3. Employee Experience & Engagement
Lead programs to enhance employee morale, inclusion, and communication.
Collaborate across departments to address and resolve employee concerns constructively.
4. Rewards, Incentives & Benefits
Design competitive compensation and incentive programs.
Ensure pay structures align with business goals and market benchmarks.
Conduct regular salary reviews and benchmarking exercises.
5. Culture & Change Leadership
Promote QCiL’s mission and values through HR strategies.
Champion a culture of inclusion, innovation, and continuous improvement.
Lead cultural transformation initiatives tailored to the local context.
6. Compliance & Risk Management
Ensure HR operations adhere to national laws and global HR standards.
Mitigate risks related to compliance, employee relations, and workplace safety.
Support policy development and HR process improvements.
Qualifications, Education and Competencies
Master’s degree in HR, Business Administration, Organizational Psychology, or a related field.
At least 10 years of HR experience, including 5+ years in a senior leadership or strategic role, ideally in a multinational organization.
Demonstrated ability to implement innovative HR practices in new or evolving markets.
Experience designing and managing incentive and retirement programs.
Proven capability in building high-quality talent pipelines and driving cultural change.
Deep understanding of labor laws, compliance frameworks, and HR governance.
Strong communication, advisory, and stakeholder management skills.
