USAID Local Partner Health Services – Kigezi & Lango is a project implemented by the Joint Clinical Research Centre (JCRC). The project focuses on strengthening Uganda’s healthcare system by improving the delivery of integrated HIV and TB services across supported districts. It supports health facilities and communities to increase access to and the quality of lifesaving healthcare services for vulnerable populations.

Job Description
Reporting to the Technical Manager – Locum, the HIV/TB Specialist will work with program and district teams to implement effective strategies for the prevention of mother-to-child transmission (PMTCT) of HIV and early infant diagnosis (EID). The Specialist will support maternal testing/retesting, ART management, PrEP in maternal and child health settings, and follow-up of HIV-exposed infants. This role will ensure integration of AHD (Advanced HIV Disease), cervical cancer screening, and non-communicable disease monitoring into maternal health services. The specialist will assist in data collection, performance analysis, and the development of improvement initiatives, while also contributing to planning, reporting, and documentation of best practices.
Duties, Roles and Responsibilities
Lead the planning and implementation of lifesaving PMTCT/EID services for pregnant and lactating mothers and their exposed infants.
Coordinate quality PrEP delivery in MCH clinics, maternal HIV testing/retesting, EID testing, and ART management.
Oversee integration of EPI/EID outreach services in collaboration with district and site teams.
Support appointment tracking, return-to-care systems, and psychosocial support in collaboration with the Community & PSS Advisor.
Ensure proper monitoring and management of viral load suppression and treatment failure cases among mothers in care.
Coordinate with the Logistics Advisor and cluster teams to ensure uninterrupted supply of ARVs, HIV test kits, and viral load commodities.
Facilitate routine data analysis and usage for continuous quality improvement.
Prepare master concepts, costed plans, and timely activity reports.
Document and disseminate best practices, success stories, and abstracts.
Perform other duties as assigned by the supervisor.
Qualifications, Education and Competencies
Bachelor of Medicine and Bachelor of Surgery (MBChB) or Diploma in Clinical Medicine.
A postgraduate qualification in Public Health or Project Management is an added advantage.
Minimum of 5 years of recent experience in HIV/TB program implementation.
Strong knowledge of PMTCT/EID service delivery and integration of related health interventions.
Willingness to work in and travel to rural areas.
Strong analytical, communication, and presentation skills.
Proficiency in Microsoft Office (Word, Excel, PowerPoint).
