Job Description
Job Title: Health and Safety Officer (HSO)
Organisation: M-Forte
Duty Station: Kampala, Uganda
Job Summary: The Health and Safety Officer (HSO) is responsible for developing, implementing, and monitoring the organization’s Occupational Health and Safety Management System (OH&SMS), ensuring compliance with legal requirements and the ISO 45001 standard. The HSO promotes a proactive safety culture across all office operations and project sites.
Duties, Roles and Responsibilities
Risk Management & Compliance:
Develop, maintain, and manage the HIRADC Register (Hazard Identification, Risk Assessment, and Control Determination) for all company activities, processes, and sites.
Ensure continuous compliance with all relevant national OH&S legislation, regulations, and industry standards.
Maintain the Legal and Other Requirements Register related to OH&S.
System Implementation & Audits:
Implement and maintain the OH&SMS in accordance with ISO 45001 requirements.
Conduct regular internal audits and inspections of the workplace (office and site) to identify non-conformities and areas for improvement.
Training & Consultation:
Develop and deliver OH&S training, including induction programs, specialized training (e.g., emergency procedures, manual handling), and awareness campaigns.
Facilitate worker consultation and participation in all aspects of the OH&SMS, including serving as the point person for the worker safety committee.
Incident Management & Reporting:
Lead the investigation of all incidents, accidents, and near-misses, determining root causes and establishing corrective and preventive actions.
Manage and track OH&S performance metrics and prepare reports for Top Management Review.
Qualifications, Education and Competencies
Education:
Bachelor’s degree in Environmental Science, Occupational Health and Safety, Environmental Health, Engineering, or a related field.
Professional certifications (e.g., NEBOSH, OSHA, IOSH) are highly desirable.
Experience:
Minimum of 5 years of general Professional Experience, preferably in a consulting, engineering, or construction environment.
Has been a Health and Safety specialist/officer on projects financed by International Financial Institutions of similar nature and scope in the last 10 years in sub-Saharan Africa.
Knowledge: Detailed knowledge of national OH&S legislation. Proven experience in implementing or maintaining the ISO 45001 standard.
Skills: Proficiency in conducting risk assessments (HIRADC) and incident root cause analysis.
Core Competencies
Excellent communication, training, and interpersonal skills to influence safety culture.
Strong organizational skills and ability to manage documentation effectively.
Demonstrated commitment to a non-punitive and participative safety approach.
