The Officer will also support outreach campaigns, resource mobilization and donor relations initiatives, outreach, advocacy, and coordination for special events.
S/he will collaborate closely with the Headquarters and Regional and Country Offices’ colleagues to ensure communications strategies, media relations and organizational outreach efforts related to gender statistics are aligned with corporate communications policies and initiatives and with Women Count communication strategies.
S/he will also work in close collaboration with the communications teams to support thematic programme areas and Sub offices in the generation, communication, and dissemination of gender statistics. Working closely with the Uganda Bureau of Statistics (UBOS) – a key partner in implementing Women Count, and the SDG Secretariat of the Office of the Prime Minister (OPM) to support effective reporting of the United Nations Joint Programme on Data and Statistics (UNJPD&S), Strategic Note (SN) in Reporting Management System (RMS) and the United Nations Sustainable Development Framework (UNSDCF).
Under the supervision of the Gender Statistics Specialist, Service Contractor - SB4, the Gender Statistics Communications and Advocacy Officer will be responsible for the gender statistics communication and advocacy work in the UN Women Uganda Country Office.

Duties and Responsibilities

  • Under the supervision of the Gender Statistics Specialist, Service Contractor - SB4, the Gender Statistics Communications and Advocacy Officer will have the following responsibilities and tasks:

  • 1.Support planning, design, and implementation of communication and advocacy strategies and ensure integration of gender statistics in UN Women's programming and reporting.

  • Conduct a gender statistics data use, uptake and communication needs assessment the Women Count Programme and gender statistics and incorporate change initiatives, etc. Develop and implement a country Communication Strategy for Women Count Phase II using the global communication strategy and consider data use and impact documentation, complementing the country ProDoc and outlining a Theory of Change (ToC). Build a monitoring plan with Key Performance Indicators (KPIs) to track the Communications Strategy and how its activities are helping achieve programme goals.

  • Integrate gender data and statistics communication, advocacy, and outreach activities into proposals for projects and other initiatives, as necessary, in UN Women thematic programmes, UN Joint programmes and the Women Count programme.

  • Review and finalize quarterly, annual and Donor Annual Reports, particularly to the sections on gender statistics, documenting impact in the uptake of gender data and work in collaboration with ESARO to ensure that gender statistics reports, results and knowledge products are updated on the UN Women web portal.

  • Work in close collaboration with the Country Office Communications Unit, regional and global Women Count Communications Specialists to contribute to documenting impact in the use and uptake of gender data from a communications perspective in quarterly newsletters.

  • Develop a publication plan for Uganda, to be shared with ESARO and HQ, considering the products identified as effective ways to communicate results emerging from the projects.

  • Coordinate production dissemination and outreach of knowledge products

  • Coordinate the production, maintenance and update the knowledge product plan and products in liaison with the Country Office Communications Specialist, ESARO Gender Statistics Communications Specialist and the HQ Women Count Outreach Specialist.

  • Support with use of gender data and statistics in knowledge management and communication activities as necessary.

  • Assist in procuring the services of designers, editors, and other vendors as needed, and liaise with vendors on production and logistics to ensure final products are developed in line with Women Count branding and marking guidelines.

  • Support use and systematic storage, and strategic dissemination of gender statistics knowledge products to ensure broad reach through UN Women and partners’ social media channels, in line with corporate social media policy and in liaison with country office communications team and, where applicable, the regional and HQ Women Count communications teams.

  • Coordinate and contribute substantively to the development and dissemination of advocacy materials on gender data and statistics:

  • Develop impact and data use stories based on quarterly results reporting to share progress in project implementation with external audiences through the Women Count Data Hub, UN Women country and regional websites and other outlets.

  • Coordinate products such as video, infographics, postcards, briefs, etc. to highlight results emerging from the project for diverse audiences and maintenance of gender statistics communication information database and photo library.

  • Create and/or review and refine Women Count presentations especially for dissemination at events and technical meetings in keeping with the programme’ s branding and marking guidelines.

  • Coordinate advocacy campaigns, events, trainings, and workshops for the Gender Statistics Unit as needed in collaboration with the team lead.

  • Identify and synthesize best practices and lessons learned directly on the use of gender statistics and document success stories linked to programme goals and activities and GEWE.

  • Develop and produce communication and advocacy instruments and materials, including briefing materials, press releases, and articles and coordinate their dissemination through effective channels in collaboration with country and regional Communications Units.

  • Provide communications and coordination support to the launch of in-country UN Women/UN system corporate and local campaigns and special events including producer – user policy dialogues, the Annual Gender Statistics Forum (AGSF) and related SDG Forum.

  • Support the maintenance, management, and promotion of the Gender Statistics Portal hosted by UBOS:

  • Work closely with UBOS and provide technical support to effectively manage the communications function of the Gender Statistics web Portal.

  • Support the development of workplan and budget of the Gender Statistics Portal, ensuring consistency with Women Count objectives.

  • Use the data from the Gender Statistics Portal for analysis and development of evidence based Briefing notes, Concept notes, Fact Sheets for communication purposes.

  • Develop procurement plans and engage in procurement processes in accordance with corporate rules and regulations in line with data use, communications, and advocacy.

  • Coordinate with UBOS, UN system and CSOs on the maintenance of the Gender Statistics data Portal and upload information to knowledge management system on a regular basis, including news, updates, resources.

  • Support the development of media and other communication partnerships and alliances to amplify gender statistics and data work for increased visibility and GEWE.

  • Coordinate media relations for UN Women including for Roundtable Discussions, press conferences, and press briefing sessions, as applicable.

  • Identify and develop new communication partnerships and alliances to enhance programme visibility; manage and nurture existing partnerships.


  • Liaise with advocacy partners and undertake outreach to CSOs, government agencies, and other groups to ensure that newsworthy information reaches the relevant segments of the public and development partners.

  • Organize and conduct training and workshops on gender data use, communication, and advocacy, as appropriate.

  • The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organisation.

  • The Officer will be engaged for a period of one year subject to renewal upon effective 15th December 2023. Payment will be monthly at a standard rate per the TORs detailed above.

  • Timely support for quality of programme delivery in line with Women Count budget and workplans, and UN Women operational rules and regulations, including security.

  • Timely support towards quality monitoring and reporting of activities.

  • Timely organization of gender statistics events.

  • Quality of gender statistics knowledge and advocacy products.

  • Quality of reporting with best practices and lessons learned documented and circulated.

Required Skills and Experience

Education and Certification.

  • Master's degree or equivalent in Statistics/Economics, Gender, Social Sciences, development studies, international relations, or other development-related fields.

  • A first-level University degree in combination with at least 5 years’ additional years of qualifying experience may be accepted in lieu of the advanced university degree.

  • Qualification and knowledge of Media and communications, project management, Monitoring and Evaluation management, are of added advantage.


Experience.

  • Minimum of 5 - years of professional experience combined at national and/or international levels gender and data analysis, for use, communication, and advocacy.

  • Experience in coordinating strategic outreach on gender data, gender equality advocacy products and/or major institutional reports working with media outlets, journalists, and social media tools required.

  • Proven knowledge in gender equality, gender mainstreaming, analysis, and gender relations in organizational and programme settings.

  • Proven experience in analysis of figures and statistics and reporting including gender data, Monitoring and Evaluation, and communications are an added advantage.

  • Experience coordinating and liaising with government agencies and/or the UN and Donors is on gender statistics is an asset.

  • Experience working in the UN System is an asset.


Languages.

  • Fluency in English is required.

  • Knowledge of the other UN official working language is an asset.
