Job Description
The Finance and Administration Officer will be responsible for overseeing the sector’s financial operations, human resource management, and administrative planning. The role includes preparing cash flow forecasts, coordinating payments, maintaining financial records, managing assets, and advising the Executive Secretary on matters related to finance and personnel. The officer also serves as acting Executive Secretary in their absence.
Duties, Roles and Responsibilities
Act as Deputy to the Executive Secretary in their absence
Supervise planning, budgeting, and staff management at the sector level
Prepare periodic cash flow plans and coordinate fund requests
Manage payments for goods and services rendered to the Sector
Ensure proper bookkeeping and filing in compliance with public financial management standards
Advise the Executive Secretary on effective and efficient use of resources
Maintain accurate asset inventories and calculate annual depreciation of fixed assets
Support internal controls and compliance procedures
Perform any other related duties assigned by the Executive Secretary
Qualifications, Education and Competencies
Education:
Bachelor’s Degree in Finance, Accounting, Business Administration, Public Administration, or related field
Experience:
Experience not explicitly required, but relevant exposure to public sector financial management is an advantage
Competencies:
Knowledge of Rwandan public financial laws and accounting standards
Excellent organizational and planning skills
Proficient in financial reporting, MS Excel, and accounting software
Strong interpersonal and leadership abilities
High integrity, reliability, and attention to detail
Ability to work under pressure and manage multiple tasks
