Job Description

Develop and implement comprehensive land use plans, zoning regulations, and urban development policies to guide the growth and development of cities, towns, and communities in accordance with long-term goals and objectives.

Duties and Responsibilities

  • Land Use Planning: Develop and implement comprehensive land use plans, zoning regulations, and urban development policies to guide the growth and development of cities, towns, and communities in accordance with long-term goals and objectives.

  • Site Analysis and Evaluation: Conduct site analysis, feasibility studies, and environmental assessments to evaluate the suitability of land for various uses, identify constraints and opportunities, and inform land use decisions and development proposals.

  • Community Engagement: Engage with stakeholders, community groups, residents, and businesses to gather input, solicit feedback, and build consensus on planning initiatives, projects, and policies through public meetings, workshops, and outreach activities.

  • Policy Development: Research, analyze, and develop planning policies, ordinances, regulations, and guidelines related to land use, zoning, transportation, housing, economic development, sustainability, and resilience, in collaboration with other departments and agencies.

  • Urban Design and Development Review: Review and evaluate development proposals, site plans, subdivision plans, and architectural designs to ensure compliance with zoning regulations, design standards, and community planning goals, and recommend approval or modifications as needed.

  • Transportation Planning: Develop transportation plans, traffic studies, and infrastructure improvements to address transportation challenges, improve mobility, and enhance connectivity within the city, including public transit, pedestrian, and bicycle facilities.

  • Environmental Planning: Incorporate environmental considerations, sustainability principles, and resilience strategies into planning decisions and projects, such as green infrastructure, open space preservation, energy efficiency, and climate change adaptation.

  • Data Analysis and GIS Mapping: Analyze demographic, economic, and spatial data using Geographic Information Systems (GIS) and other tools to support planning activities, identify trends, visualize spatial relationships, and inform decision-making.

  • Regulatory Compliance: Ensure compliance with federal, state, and local laws, regulations, and planning requirements, such as the National Environmental Policy Act (NEPA), the California Environmental Quality Act (CEQA), and municipal zoning codes and ordinances.

Qualifications and Competencies

  • Education: A bachelor's or master's degree in urban planning, urban studies, geography, architecture, or a related field is typically required for City Planner positions. Advanced degrees or professional certifications (e.g., AICP - American Institute of Certified Planners) may be preferred or required for certain roles.

  • Planning Experience: Relevant experience in urban planning, land use planning, or related fields is usually required, with progressively increasing levels of responsibility and complexity. Experience in municipal or regional planning agencies is often preferred.

  • Knowledge of Planning Principles: Strong knowledge of urban planning principles, theories, methods, and best practices, as well as familiarity with planning principles related to transportation, housing, economic development, environmental sustainability, and social equity.

  • Technical Skills: Proficiency in planning software, GIS mapping tools, data analysis tools, and other technical tools and applications used in urban planning, such as ArcGIS, AutoCAD, SketchUp, and statistical software (e.g., SPSS, R).

  • Communication Skills: Excellent communication skills, both verbal and written, are essential for City Planners to communicate complex planning concepts, analyses, and recommendations to diverse audiences, including elected officials, community members, developers, and other stakeholders.

  • Analytical Skills: Strong analytical, problem-solving, and critical-thinking skills are necessary for City Planners to analyze data, evaluate options, assess impacts, and develop innovative solutions to urban planning challenges and opportunities.

  • Project Management Skills: Effective project management skills are important for City Planners to manage multiple projects, deadlines, and stakeholders, coordinate interdisciplinary teams, and ensure timely and successful completion of planning initiatives and deliverables.

  • Interpersonal Skills: Strong interpersonal skills are necessary for City Planners to collaborate effectively with colleagues, consultants, government agencies, community organizations, and the public, build consensus, and negotiate agreements on planning issues.

  • Legal and Regulatory Knowledge: Understanding of relevant laws, regulations, and legal principles governing urban planning, land use, zoning, environmental protection, and public participation processes, as well as knowledge of legal precedents and court decisions related to planning issues.
