The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. The IRC has been working in Uganda since 1998 supporting refugees and vulnerable host communities. IRC Uganda has a country office in Kampala and field offices in Arua, Kyegegwa, Lamwo, Kiryandongo, Yumbe and Kampala urban. The current country program portfolio includes health, protection, education, and economic recovery and development.
The IRC in Uganda has a strong reputation as a humanitarian and refugee response actor with a wide portfolio of donors including UNHCR, ECHO, PRM, a number of private foundations, and some smaller USAID and FCDO projects. In response to the decline in humanitarian funding and the protracted context for refugees in Uganda, IRC needs to shift its programming focus to more nexus and development-oriented projects and donors. To support this shift, a business development plan has been created with a vast list of tasks for a wide range of IRC staff. However, IRC Uganda lacks the resources to effectively mobilize this plan and therefore needs the assistance of someone external to set clear BD actions and assist with implementing these.
SCOPE OF WORK
The IRC seeks to hire a BD consultant to mobilize and support teams to implement the country BD plan. The consultant will work in coordination with a wide range of IRC staff including Technical Coordinators (TCs), Grants Coordinator, Deputy Director, Programs (DDP), Advocacy and Communications Coordinator, Uganda Senior Management Team (SMT), Technical Assistants (TAs), and regional / global Awards Management Unit (AMU) staff to undertake the following tasks:
1. Take the BD plan and turn it into a series of specialized BD plans by sector and theme – this includes high level BD strategy, stakeholder engagement plan and prioritized actions with clear owners and deadlines by sector and theme
Conduct further research on priority donors to gather important background information e.g. their past projects, funded partners, future priorities and key events.
Help create a series of value propositions for IRC – by sector and by theme – and targeted messages and concepts for each donor to match their priorities and IRC’s added value.
Turn these value propositions and messages into a series of professional deliverables – e.g. capacity statements, concept notes, presentations that can be used for donor engagement.
Complete a contact mapping exercise to identify all relevant relationships held by staff members within target donors and stakeholders.
Create an annual calendar with key donor and stakeholder events and touchpoints which IRC can engage with to enhance relationships and visibility.
Identify across the organization materials that can be used for BD purposes (i.e. donor engagement, newsletters, website, events) – e.g. learning reports, policy documents, research products, technical briefs, regional/global capacity statements etc.
Generate other ideas for advancing IRC’s BD goals and assist with implementing these.
Assist with other BD-related actions as identified.
Proven experience in business development including donor research, creating BD plans and strategies, and conducting stakeholder analysis and engagement plans.
Proven experience developing professional donor / external focused materials including concept notes, capacity statements and presentations.
Proven experience collaborating with and mobilizing multiple stakeholders towards an end objective or deliverable.
Strong English writing skills.
Ability to work independently and without significant supervision.
Familiarity with the Ugandan humanitarian and development sector and associated donors and stakeholders.
Willingness to travel to support and facilitate in-person meetings.
