Job Description
The consultant will undertake a comprehensive baseline assessment using both qualitative and quantitative methods to inform the implementation, monitoring, and evaluation of VOH Phase II (2025–2028). The study will target 878 households and over 4,000 direct participants in Nyamiseke and Rasaniro villages. Key components include data collection tool development, enumerator training, data analysis, report writing, and stakeholder presentation.
The contract duration is 7 weeks from the date of signing.
Duties, Roles and Responsibilities
Review VOH project documents and indicators
Develop data collection tools (household surveys, FGDs, KIIs)
Train enumerators and supervise field data collection
Conduct fieldwork in both targeted villages
Analyze data and clean datasets
Draft and finalize the baseline report
Prepare a concise summary brief (2–3 pages)
Present findings at a stakeholder validation workshop
Deliverables:
Inception report
Final data collection tools
Enumerator training report
Clean datasets (Excel, SPSS, etc.)
Draft and final reports

Qualifications, Education and Competencies
Master’s degree in Social Sciences, Development Studies, Public Health, Agriculture, Nutrition, or related fields
Minimum 5 years’ experience in baseline studies
Strong command of both qualitative and quantitative research
Proficiency in statistical tools (SPSS, Stata, etc.)
Excellent reporting and communication skills
Experience working with community-based projects in Rwanda
Fluency in English (Kinyarwanda is an advantage)
Knowledge of ethical research practices
